Programs Manager – Court Administrator’s Office

The Programs Manager is responsible for managing and coordinating the Vermont Judiciary’s roles and responsibilities within the Cooperative Agreement between the Vermont Judiciary and the Vermont Office of Child Support relative to the Title IV, Part D of the Social Security Act program on a statewide basis. All aspects of the Cooperative Agreement will be monitored, collated, and reviewed for compliance with federal requirements.

This is a full-time, permanent opening in Montpelier Vermont, but we may be open to other locations in the state. Starting salary is $73,811 or higher, depending upon experience, with full State of Vermont employee benefits. The Programs Manager IV-D will act as head of the state-wide Judiciary IV-D program which involves over $1.0MM of federal government reimbursement for child support related activities. Among the professional and technical work are data collection and analysis, data management and production, and training Judges, managers and employees to follow best practices. Work performed with wide latitude for exercise of independent judgment and evaluative thinking. Duties are performed as a member of Trial Court Operations leadership team.

Essential Job Functions:

  • Utilize and assist in the design of data collection tools/reports developed by the Judiciary’s IT division to ensure motion work that qualifies for Federal IV D funding is captured and documented.
  • Build solid working relationships with partners within Judiciary and the Executive branch.
  • Direct and train Family Division Magistrates, Case Managers and other applicable employees to ensure they meet guidelines for processing new filings including but not limited to scheduling, and disposition of Federal IV-D cases.
  • Serve as project manager for related new initiatives to improve program efficiency and further inter-branch cooperation.
  • Motivate Judiciary and Executive branch employees to meet timeframes and other commitments made to ensure program meets Federal requirements.
  • Employ attention to detail and methodical approach to ensure data integrity while reviewing and analyzing a large volume of data.
  • Design an efficient process to perform in-depth motion review.
  • Ability to identify cases involving the Vermont Office of Child Support case flow problems, evaluate potential solutions and recommend a plan of action.
  • Collaborate with internal and external entities to coordinate required data and information needs, which may include state agencies such as the Vermont Office of Child Support, internal Finance division staff, IT staff, Operations division staff and Family division employees in 14 counties.
  • Ensure accurate time reporting for reimbursable activity and costs within the IV-D program guidelines.
  • Engage in ongoing personal development including training and education relative to IV-D Federal guidelines.
  • Manage the implementation and compliance with the Cooperative Agreement including, but not limited to support and maintenance of the Judiciary Information System, collecting data for calculation of quarterly billing, preparing quarterly billings, and assuring court staff compliance.
  • Understand the methodology to calculate the reimbursable costs the Judiciary for performing IV-D services under the Cooperative Agreement.
  • Ensure the Cooperative Agreement is current and complete.
  • This position is responsible for all duties defined and other duties as assigned such as training other employees.

Minimum Requirements:

(Required to perform the essential functions of the job.)

Education: Bachelor’s degree (master’s degree or juris doctor preferred).

Experience: Four years’ experience in program management, grants administration, and/or policy development.

The annual equivalent for this position will be $73,811 or higher depending upon experience. Occasional travel to other locations throughout the state may be required. Private means of transportation is necessary. Travel will be reimbursed according to reimbursement policies of the State of Vermont. Job code # 23014.
