What You Will Do
The Strategic Staffing Office (SSO) is seeking candidates for the position of a Program Manager 1. As a Program Manager 1 (PM-1), you will be responsible for the weapon program employee development activities, working directly with technical personnel as required to manage capstones, develop weapons university curriculum and weapons knowledge management (KM) capabilities with the goal of supporting, developing, and preparing new hires for rewarding work in the weapon programs.
The selected candidate will assist the Weapons University Technical Lead with coordination, execution and tracking of activities derived from the weapons university curriculum and knowledge management (KM) initiatives. The role is focused on employee learning, leveraging capstones and other events/activities based on criteria developed and set by weapon program hiring managers. Daily duties include coordination and support of new hire work scope, related schedules, and budgets. Additional responsibilities include collaboration with hiring managers and engineering staff in identifying criteria and setting requirements for ongoing development of ALDW’s Weapons University capability. The selected candidate will collaborate and help develop weaponeer training based on customer technical scope, program schedules, and requirements set by a variety of disciplines and engineering staff with diverse skills and expertise. An additional responsibility is ensuring development needs are aligned to requirements for programmatic milestones and deliverables, as defined in employee development plans approved and supported by ALDW management.
Program Manager 1 ($90,000 – $147,100)
The Program Manager 1 will be required to:
• Under supervisory direction, create engineering training curriculum, coordinate knowledge management, assist in supporting capstones, develop training catalogs and prepare related reports.
• Assist in the development and management of capstones, design projects for new hires in all ALDW organizations and impacting multiple weapon programs.
• Under supervisory direction, interface with programs, technical subject matter experts and weapons engineers for technical input on capstones, training programs and the ALDW mentoring program.
• Interface with RLM’s, technical subject matter experts and weapons engineers for technical input on capstones, hiring criteria, and related workforce operations and employee development activities.
• The selected candidate will provide leadership, vision, strategic and tactical planning for execution of workforce plans and procedures impacting multiple weapon programs organizations.
Under supervisory direction, program managers will help integrate technical staff needs and weapons resource development in support of Laboratory priorities and commitments. Therefore, the selected candidate(s) must have experience with onboarding, mentoring, and curriculum development, with a focus on technical training, preferably in support of weapon programs. A primary focus area will be central management and support of capstone projects and related events ALDW coordinates for weapon program new hires like the ALDW mentoring program and university invent type events.
What You Need
Minimum Job Requirements:
Program Management: Knowledge of and experience in workforce development program management of technical or operational work, ensuring work activities are executed and supported per customer requirements, project schedules and budget constraints. Entry level knowledge and experience in weapon program induction, onboarding/training and resource development activities.
Strategic Resource Planning & Personnel Management: Experience with managing plans, establishing, and controlling employee development requirements and supporting commitments to help programs meet deliverables. Experience reporting on all related intricacies related to workforce development, training, and technical project work activities. Demonstrated experience in personnel management, including experience with procedures and policies for selection, training, professional development, and work evaluation of staff.
Communication & Teamwork: Experience interacting effectively with personnel at all levels; building trust, gaining consensus, and resolving conflict. Ability to support cross-organization teams to ensure new hires can support complex technologies, products, and programs. Ability to successfully support multiple organizations, programs, or projects simultaneously. Excellent oral and written communication and presentation skills, positive communicator, and empathetic customer relator. Ability to evaluate a problem and generate ways to overcome workforce related issues and concerns.
Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 2 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
At this level an advanced degree may be expected.
Desired Qualifications:
• Extensive knowledge of LANL workforce hiring and development policies and principles.
• Experience interfacing with external organizations.
• Experience working with the Weapons Engineering and Weapons Physics organizations at LANL.
• Experience interacting with high level managers and officials, both internal and external.
• Experience with the design and execution of training and advocacy materials focused on diversity pipelines.
• Demonstrated proficiency in LANL systems, specifically training software, and applications supporting collaboration, design and project management (PDMLink, MSTeams, and P6).
• Entry-Level knowledge of nuclear weapons, NNSA facilities, or DoD customers that support the U.S. Stockpile.
• Active DOE “Q” or other Top Secret clearance; or the ability to obtain an active Q-Clearance.
Location: This position will be located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
