Official Position Description:
In the Office of Employee Development, serves a human resources (HR) coordinator for agency (i.e., formulates & implements HR program policy pertaining to the Highway Technician (HT) Academy); monitors & maintains HT Academy levels 3 & 4 processes (i.e., internal & external certifications, testing, HT budgeting, vendor contracts, purchase orders, book & inventory orders, course development including eLearning coursework, plans & develops curriculum, facilitates meetings for eLearning training, course scheduling, tracks completion & runs applicable queries, monitors construction experience) using a computer & related software (e.g., ODOT Learn, Cognos) manages HR data (e.g., collects data, plans workforce needs); serves as agency manager for HT Academy electronic monitoring systems (e.g., ODOT Learn, Cognos, HT Academy data model & others as assigned). Assists with the HT Academy test review board committee; prepares & provides documentation for committee (i.e., agendas, course revisions, test revisions/reviews, program issues & disputes) using a computer & related software (e.g., Microsoft Office). Works with the Office of Labor Relations regarding the HT Academy dispute process. Establishes measurement system for continuous reviews & revises curriculum with assistance of subject matter experts (SMEs) or through independent research, interviews, focus groups &/or process improvement teams. Conducts meetings in order to facilitate design process; plans & directs marketing of programs; schedules training using a computer & related software (e.g., ODOT Learn or other similar system, Microsoft Outlook). Coordinates & trains system users as group or one-on-one at implementation &/or as modifications & system updates occur; writes user manuals; creates training materials & develops frequently asked questions (FAQs) for user self-service troubleshooting using a computer & related software (e.g., Microsoft Office). Monitors work product & provides technical assistance to team/unit members (e.g., answers questions via telephone, email or in-person). Maintains user systems (i.e., cleans data & merges/consolidates pre-existing data to improve reporting accuracy). Oversees, trains & directs District HT Coordinators, alternates &/or proctors on HT processes/status/requirements/changes; contacts District HT Coordinators, alternates &/or proctors weekly regarding ODOT Learn session enrollments; schedules & conducts quarterly meetings to include HT Union Representatives & all HT Academy staff. Provides direction (e.g., plans & develops curriculum, develops & designs eLearning coursework & facilitates meetings for the eLearning Training Program, Personal & Professional training programs, & HT Academy Levels 3 & 4). Provides appropriate technical support for eLearning issues. Designs delivery methods (e.g., HT Academy, eLearning, Personal/Professional programs); identifies agency contacts for supporting program areas & develops & implements evaluation systems for determining effectiveness of programs (e.g., pre-test, post-test, surveys).
Assists in preparing Office budget (e.g., forecasts budgetary needs & recommends budget; monitors all office expenditures to keep all programs within spending limits). Performs research & analyzes alternatives for meeting current & future needs (e.g., uses existing staff to manually monitor training). Develops recommendations for system enhancements. Provides technical advice to Administrator in order to aid in decision-making. Attends meetings; communicates with other offices, districts, divisions & vendors; researches & responds to complaints & inquiries. Uses a computer & related software [e.g., Graphical Query Language (GQL); Microsoft Word, Excel, PowerPoint] to create queries, format reports, copy data to other programs for additional manipulation, prepare correspondence & prepare & deliver presentations.
Works with managers to identify training needs; conducts &/or facilitates training
Qualifications
Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
-Or 3 yrs. exp. in human resources.
-Or 1 yr. exp. as Human Capital Management Analyst, 64612.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
