General Purpose

Under general direction from the managing director (head of Project Management office), the director of engineering/operations (project management office), or a vice president, oversees multiple large complex high-risk politically sensitive projects, which often require considerable resources and high levels of functional integration.

Responsibilities

Responsibilities include but are not limited to planning, directing and coordinating all aspects of the development and implementation of financial, legal, regulatory permitting, assembling and managing multifunctional matrixed project teams across business platforms as well as external permitting services. Responsibilities also include coordinating team efforts, assigning tasks, developing detailed project plans and project schedules, and ensuring timelines are met.
• Manage all aspects of regulatory permitting including but not limited to conditional use permits, industrial siting permits and certificates of public convenience and necessity.
• Coordinate the activities across multiple internal departments including regulatory affairs, general counsel, and customer and community affairs, as well as external government and private agencies including Public Utility Commissions and other utilities in the process of delivering assigned projects.
• Establish, track and deliver project cost, scope and schedule, and manage risk within company policies, guidelines and corporate governance. and implement corrective measures as required.
• Support company responses to state regulatory dockets through testimony, data responses and other communications, while representing the company’s interests before state regulatory agencies, other agencies and associations.
• Develop detailed project plans and ensure project scopes, team responsibilities, milestone dates and the procurement strategy are clearly stated for all assigned projects.
• Define and manage interfaces with senior management, business units, regulators, contractors, vendors, customers and auditors on assigned projects to gain necessary approvals and manage risk.
• Coordinate with other project managers to incorporate conceptual and detailed designs and other project information into the permitting process.
• Develop and execute public involvement plans during the project permitting phase including presenting project materials to governing entities.
• Provide project progress reports to management and other stakeholders in accordance with an approved communication plan.
• Develop scopes of work and requests for proposals as well as manage the bid process and contracts for external permitting services.
• Stay abreast of new and emerging project management processes, tools and techniques as well as government policy changes within the industry, and provide recommendations on best practices/processes.

In addition, responsibilities of Principal position include the following
• Perform a lead role in public speaking and providing direct testimony
• Perform under minimal direction from the Vice President of Transmission Delivery
• Demonstrate leadership capabilities regarding mentoring less experienced project managers on the application of project management practices and issue resolution.
• Analyze information, form conclusions, and provide meaningful and creative solutions to non-typical business issues and present to executive management
• Have direct supervisory responsibility for a project team.
• Demonstrate understanding of PacifiCorp standards.

Requirements
• Bachelor’s Degree in Environmental Management, Science, Engineering, Business, Law, Economics or Planning or the equivalent combination of education and experience
• 5-10 years related professional experience with regard to local, state and federal permitting and regulation
• Understanding of environmental regulations, National Environmental Policy Act, environmental impact statement, environmental assessment, State Historical Preservation Office, U.S. Army Corp of Engineers, etc.
• Proficient in project scheduling, cost controls, tracking and reporting methodologies
• Proficient in financial principles to quantify costs and benefits of projects and to track and maintain project budgets
• Expert in the application of Project Management Institute project management techniques or equivalent
• Excellent technical writing and verbal communication skills
• Demonstrated advanced business management skills including consulting skills, customer service and business acumen
• Excellent interpersonal and communication skills to facilitate team efforts, provide guidance and direction to team members, and communicate project objectives, parameters, status and outcomes to stakeholders
• Highly skilled in motivating and influencing others; experience in team building and conflict management
• Proficient with Microsoft Office Suite including Word and Excel

In addition, the responsibilities of the Principal Engineer position are:
• Ten years related professional experience with regard to local, state and federal permitting and regulation

Preferences
• Advanced degree
• Advanced Project Management or Program Management Certification by the Project Management Institute
• Knowledge of the company’s business, policies, procedures and practices
• Experience in the electric utility industry and applicable federal, state and local regulations
• Working knowledge of SAP in cost tracking and forecasting
• Working knowledge of Primavera scheduling or other project management software
• Experience in managing direct reports.

This position is eligible for an annual discretionary performance incentive bonus of up to 20.00% of salary.
