Candidate Specification

Required qualifications:

  • Excellent communication skills with project management skill
  • 5+ years of experience leading and delivering small to mid-sized studies and projects
  • Ability to work independently, make decisions, and escalate risks before they become issues
  • Demonstrated experience facilitating and negotiating with multiple stakeholders to achieve mutually beneficial outcomes
  • Experience performing peer reviews, research, data analysis, and policy analysis to make recommendations
  • Ability to distill technical or complex information into an easy-to-understand message orally, visually, and in writing
  • Interested in building expertise in the technical aspects of deploying transit signal priority

Preferred qualifications:

  • 5+ years working with traffic signal systems and intelligent transportation systems, including construction and deployment of these systems
  • Updating and managing GIS databases and performing spatial analysis

Candidate Specification:

  • Minimum of 10 – 15 years of experience on design, project/program management, construction administration, and project coordination.
  • Licensed to practice as a professional engineer in California.
  • Candidate to be technically capable in highway design development, familiar with Caltrans project development procedures/processes, with experience in development of managed lanes, also known as Express Lanes.
  • Demonstrated interest in the development and maintenance of client relations.
  • Strong written and oral communication skills are required, and working as a team player is very important for this role.
  • Desire to work with multiple agencies to develop projects in a collaborative fashion.

Salary Range: $103,000 – $145,000

Job Description

Mott MacDonald is seeking a Transportation Planner or Engineer with at least five years’ project management experience leading studies and/or capital projects that require close coordination and negotiation with multiple stakeholders. Ideal candidates are clear communicators who are familiar with transit signal priority (TSP) and policies that support transit speed and reliability and has experience/ served as Project Manager.

Responsibilities include, but are not limited to the following:

  • Lead efforts to study and deploy TSP projects as an extension of the client staff
  • Prepare project-related reports, correspondence, and policy issues for presentation to the client’s Advisory Committees, Standing Committees, and Board of Directors
  • Manage scope, schedule, budget, risks, and quality while also performing project tasks as part of the project team
  • Direct and coordinate work with subject matter experts and consultants to keep projects moving
  • Assign, review, and evaluate project deliverables for consistency with project scope
  • Collaborate with, and manage expectations of, cities in Santa Clara County to study and deliver multi-jurisdictional signal priority projects
  • Support client staff in discussions with a variety of public and private officials on traffic engineering issues and act as the client’s representative to other government agencies, as needed
  • Coordinate with client’s planning and engineering to develop traffic administration policies and procedures for transit signal priority
  • Assist in the preparation of budgets for Capital Improvement Projects
  • Assist the lead traffic engineer to ensure the client’s compliance with applicable ordinances, codes and laws, and reviews traffic operating conditions in the field
  • Identify and write grant applications for traffic and transportation studies and construction projects
  • Monitor developments in the traffic control field and recommend policy and procedure improvements
  • Lead the development of the client’s System’s Engineering Document
  • Lead TSP corridor audit across multiple jurisdictions and make recommendations for improvements
  • Lead development of a multi-jurisdictional memorandum of understanding for signal controller and communication procurement, operations, and maintenance
