Manager, Parks & Recreation Older Active Adults Center

The Blue Springs Parks & Recreation Older Active Adults Center is nationally accredited – offering a variety of activities for individuals ages 50 and up. The facility also hosts many Parks & Recreation classes open to all ages and outside community events.

As the manager of the center, you will plan, organize and supervise recreation programs and special events as well as oversee all facets of the administration of Vesper Hall. This position directs all staff members serving the community’s active older adult programs and services.

DUTIES AND RESPONSIBILITIES:

  1. The primary accountability for the position is to lead the daily operations of the Vesper Hall 50+ community center and its various programs.
  2. Build and effectively lead a team comprised of both paid and volunteer staff members. This will include leadership tasks such as motivating and providing guidance in accordance with the City employment policies – as well as performing tactical tasks such as managing work schedules and timesheets.

  4. Collaborating with the Parks leadership team, you will assist in the development of department policies and procedures, including program goals and fees.
  5. Accountabilities for tasks related to the preparation and maintenance of division budget, including forecasting and tracking revenue and expenditures, fees, and charges. Oversees the management of grant programs.
  6. Oversee and develop contracts with outside vendors, companies, and individuals to perform work at Vesper Hall; following all city contract policies and procedures.
  7. Interprets and explains programs and activities to the public in consultation with the City’s Communication Manager; develops and maintains public records and reports relating to division activities.
  8. Administers the City’s human resources policies and procedures within the division.

EDUCATION & EXPERIENCE:

Education and Special License(s)/Certifications – Bachelor’s degree in recreation or leisure administration or related field. Certified Park and Recreation Professional preferred. Must possess and maintain a valid state driver’s license. Must possess and maintain a valid driver’s license. CPR, AED, and first aid certification preferred or attained within six months

Experience – Three to four years of progressively responsible experience in recreation, leisure, or related field preferred.

Skill in effective verbal and written communication; skill in the effective administration of City and Department policies and procedures; skill in the operation of common office machines; skill in evaluating job applicant qualifications and employee performance

Required Competencies include the ability to organize, plan, and direct the work of subordinate staff; ability to prepare and maintain accurate records and reports; ability to identify trends, program needs, and opportunities within the recreation field; knowledge of recreational and senior programs; knowledge of the principles and practices of recreational program management.

Physical Requirements – Must be able to sit, stand, walk, talk, and hear frequently; must be able to frequently use hands to operate, finger, handle, or feel objects, tools, or office machines; must be able to frequently reach with hands and arms; must be able to occasionally life, move, push, pull, or transport up to 50 pounds at least 25 feet; must have close vision and the ability to adjust focus frequently. Most work is performed in a modern office setting, which is usually moderately quiet; other work is performed in various aquatic, athletic, recreational, or performing arts settings where noise levels are frequently moderate to loud, and occasionally loud.

Supervisory Responsibility – Provides supervision to assigned professional, clerical, and volunteer staff.
