Job Summary:
The Compliance Team Leader is expected to reside near the Central Valley Solar Sites (Henrietta and Tranquility) and travel to renewable sites throughout United States.
The Compliance Team Leader is responsible for providing leadership to the Compliance program for Southern Power Renewable Operations. The Compliance Team Leader maintains knowledge of current environmental health and safety (EHS) laws and regulations as they apply to SPC Renewable Sites and uses that knowledge to ensure compliance with permits, programs, and policies. Interfaces with regulatory agencies and ensures notification of the appropriate agency(s) in cases of non-compliance. Recognizes compliance issues that require attention and addresses them appropriately. Has a broad knowledge of all plant compliance programs (air, land, water, contractor compliance and safety) and assists in ensuring all programs are met.
Pursuant to California law, the reasonable wage expectation for this position is an annual salary of $92,704 to $115,880.
Job Requirements:
- Recent leadership experience preferred. Demonstrated leadership could include, but is not limited to, project coordination/leadership, team leader substitution, or formal leadership roles on special projects or teams.
- In-depth knowledge of current EHS laws and regulations as they apply to the Renewable Sites is preferred. (Cal OSHA and California Public Utility Commission)
- Knowledge of power generation operations, solar site experience preferred.
- Excellent interpersonal, customer service, written/oral communication skills and the ability to build and maintain positive relationships with employees, internal customers, and stakeholders.
- Previous experience in writing and delivering presentations.
- Proficient use of computer applications including Maximo and knowledge of the budgeting process.

General Compliance: Primary responsibilities for general site compliance:
- Be the primary contact for renewable operations general compliance coordination.
- Responsibilities include SPC Western Renewable Fleet. This includes all Solar, Battery Storage and Wind resources in the Western United States.
- Ensure compliance with permits, programs, and policies by monitoring equipment and interfacing with plant personnel and contractors.
- Assist with the management and execution of site Document Retention plan.
- Provide documentation for site bulletin board with proper and updated regulatory postings.
- Investigate non-compliance incidents, ensures notification of appropriate regulatory agencies takes place, and advise site staff during emergency situations.
- Serve on Compliance ORB
- Review all compliance PMs and job plans.
- Review all compliance work orders for technician feedback – Ensure needed follow up work orders are written.
- Assist site manager with EHS program management, including routine site assessments and Compliance ORB assessment responsibilities.
- Assist with the development and tracking of short – term and long-term budgets to ensure that necessary funds are available to meet current and future environmental needs.
- Assist with the training of plant personnel in compliance related programs and issues.
- Ensure compliance with all SCG EHS policies and procedures. Helps develop plant specific guidelines and action plans.
- Serve as an active member of the plant safety committee.
- Assist site manager with compliance related events, training, and communication: Local Fire Department, Sheriff’s Department, Forester, and local businesses.
- Assist with the management of plant’s paper and electronic files related to compliance.
- Help ensure all required online training is loaded in Learning Source.
- Help ensure that all plant employees have completed Learning Source training.
- Help ensure maintenance of all plant vehicles and forklifts, truck tags, and insurance. Inspection sheet checks are maintained.
- Assist with safety and health compliance.
- Contractor Compliance: Assist site manager with contractor compliance duties including but not limited to:
- Train plant personnel in contractor compliance.
- Help coordinate pre-bid meetings.
- Assist with safety orientation for contractors.
- Audit contractor drug and background tests in the EM-PACT website.
- Help organize random drug testing and vehicle searches for contractors.
- Assist with the tracking of onsite contractors’ drug and background verifications expiration dates to ensure their compliance dates do not lapse while they are still onsite working.
- Environmental Compliance:
- Assist plant manager with environmental compliance duties including but not limited to:
- Assist with the reporting of oil spills and filling out appropriate paperwork.
- Assist with environmental waste disposal and management of PV modules, SPCC, universal waste, etc.
- Help manage environmental waste issues.
- Monitor and coordinate any needed repairs of site Wetlands (silt removal). Partner with SPC Environment group if violations should occur.
- Help manage the inventory of all SDS on site and assure they are loaded in the 3E system. Also, conduct an annual plant wide check.
- Help coordinate and attend EPA and OSHA site visits.
- SPCC plan reviews and implementation along with training all employees annually.
- Assist with the coordinating and monitoring vegetation contractors use of chemicals used during the vegetation management program.
- Audit contractor licenses.
- Assist with the coordinating and monitoring of repairs from site wide erosion.
- Assist with the coordinating and monitoring any animal capture and relocation.
- Partner with the local forester to prepare for annual controlled burns around solar sites.
