The Workforce Development Manager COVID-19 is a grant-funded position at the Sedgwick County Health Department (SCHD). The position leads workforce development planning and implementation, strategically enhancing a positive work culture and a skilled and innovative workforce during the COVID-19 recovery. The position oversees the internal SCHD hiring process, staff onboarding, and worksite wellness. The position ensures SCHD meets national public health standards for workforce development.
Lead workforce development planning and implementation during COVID-19 recovery
- Create and maintain the SCHD Workforce Development Plan according to public health standards
- Lead a workforce development team consisting of staff from different areas of the SCHD
- Implement staff satisfaction and staff competency surveys and analyze results to make training decisions and inform plans
- Develop SCHD workforce development strategies in line with the Sedgwick County strategic plan and the SCHD strategic plan and quality improvement plan, according to public health standards
- Research and evaluate best practices to inform planning
Manage internal SCHD hiring process, staff onboarding, supervisor training, staff evaluation process, and worksite wellness
- Ensure procedures, policies and plans are updated and implemented
- Write job descriptions, policies and procedures and evaluate workflows and processes
- Communicate processes to SCHD staff and updates to SCHD and COVID-19 response leadership
- Identify and implement employee retention strategies, including employee recognition
- Promote worksite wellness and collaborative learning within and external to the SCHD
- Perform and coordinate staff professional development opportunities, including those required by public health standards
- Ensure documentation of Workforce Program activities
Supervise Workforce Staff
- Supervise and evaluate performance of staff, including customer service and technical skills, through observation, audits, and team meetings
- Provide strategic guidance and tools to staff to ensure efficient work
- When surge capacity is needed, coordinate and perform work of staff
Minimum Qualifications: Bachelor’s degree in public health, a health-related field, public safety, emergency management, business administration, or other related field or be equivalently qualified by work experience or a combination of work experience and education, with one year of experience substituting for one year of education. Two years of work experience in human resources or workforce development, including experience evaluating staff performance or evaluating workflows and processes. One year of work experience in project management. One year of work experience with Microsoft Suite, including Excel. For Activation Level 1 staff: Must complete Federal Emergency Management Administration (FEMA) IS 100 and 700 courses within 30 days of employment. Additional trainings may be required. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. All offers of employment are contingent upon submission of vaccination documentation prior to start date.
Preferred Qualifications: Master’s degree from an accredited college or university in public health, emergency management, public or business administration, or other related field. One year of applicant recruiting experience. Work experience in a public health department. One year of data analysis or data management experience. Bilingual in English and Spanish or Vietnamese.
