Job Description

The Senior Project Manager provides the overall planning, coordination, and direction for project management activities to ensure they meet owner needs, specifications, cost, and schedule, from initial project identification through construction closeout. May supervise office/field administrative staff, project/field engineers, assistant project/construction managers, project/construction managers and other assigned staff. This position will support construction in the Justice Sector.

Essential Duties & Responsibilities

The Senior Project Manager is responsible for providing the following services and for supervising the Project Management team members that perform these services:

  • Primary contact and liaison for owner and principal partner entities for administering the construction contract, procedures and all related deliverables including but not limited to:
  • Manages pre-construction services including but not limited to: Cost estimates, Project bid reviews. Ensures contracts, drawings, estimates, and specifications comply with construction/project requirements.
  • Attends and presents at project status presentations to committees and the Board of Supervisors as needed.
  • Obtains, maintains, and manages data, information, communications, and approvals required by project, and company requirements between owner, architects, engineers, and other project-related entities.
  • Manages project controls, costs, schedules, and performance activities and procedures, project logistics, organization, systems commissioning and training, and project closeout.
  • Coordinates with the (IOR) and materials testing agency in the field for adherence to the project plans and specifications and all contractual requirements.
  • Leads weekly construction meetings including preparation of meeting agendas and minutes and tracks relevant information and statuses; prepares construction progress reports.
  • Coordinates with contractor and County’s design consultants regarding Requests for Information (RFIs), Submittals, Requests for Quotes/Proposals; manages the Change Order analyses and negotiations with contractor.
  • Collection and review of certified payroll records from contractor.
  • Monitoring and documentation of environmental and general permit requirements.
  • Assistance with BSCC agency’s change order approval process as required.
  • Assistance with adherence to all SB 844 requirements including all required documentation and communications with State staff during construction and project close-out.
  • Coordination of FF&E installations, commissioning and training, construction punch list development and completion, and project close-out.
  • Ensures project team adheres to safety requirements.
  • Performs other duties as required.

Minimum Qualifications

  • Bachelor’s Degree in Engineering, Construction Management, Architecture, or equivalent is required
  • Minimum of 5 years of experience as a Senior Project Manager with at least 3 years of experience supervising staff.
  • Experience building correctional facilities and medical facilities is preferred.
  • Experience managing the construction of a facility worth $30 million or more required.
  • Experience managing underground, unforeseen conditions including large soil export and fill, and major utility installations.
  • Experience managing pre-construction services including the bid process, in addition to managing the construction, commissioning and project close-out phases. Advanced knowledge and experience managing construction estimating, project budgets and cost accounting, project controls/scheduling, documentation, engineering/construction materials, methods and principles, contracts and different delivery methods are required.
  • Thorough understanding of contracts, documents, drawings, and specifications and applied experience in the areas of project accounting, cost, administrative, and personnel interaction in professional settings are required.
  • Experience managing sub-consultants and their work including inspections and materials testing and commissioning agents.
  • Experience managing Design-Bid-Build projects in the North Bay Area and experience with local contractors a plus.
  • Strong computer skills and familiarity with Microsoft Office Suite products, and experience with project-related systems such as Prolog and Primavera are required.
  • Registration as an Architect or Professional Engineer is preferred
  • Certified Construction Manager preferred

Offered rate of compensation will be based on a variety of non-discriminatory factors, including education, qualifications, experience, and geographic location. The Salary range for this position is $120,000-$160,000.
