RESPONSIBILITIES:

Assists the Stormwater Manager with administering the Durham County Stormwater Ordinance and directs the County’s compliance with the Neuse River, Falls Lake and Jordan Lake Nutrient Management Strategies. Provides technical expertise in the area of stormwater management. Work includes reviewing stormwater plans, evaluation and development of design standards, complaint investigation, and other assigned tasks.

KNOWLEDGE SKILLS AND ABILITIES:

  • Knowledge of the principles and practices of civil engineering including design of stormwater control measures and associated infrastructure as well as drainage design methods and construction
  • Knowledge of theory and practice of design, construction, and surveying, as well as stormwater quality management practices and floodplain management
  • Knowledge of water quality environmental laws and regulations and State and Federal stormwater control standards
  • Skill with computer technology related to the position including office and presentation software
  • Ability to prepare and present accurate and reliable reports containing findings and recommendations to a wide variety of target audiences with varying backgrounds ranging from technical professionals to laypersons
  • Ability to maintain detailed records and reports and to read and understand state and federal regulations, technical materials and requirements
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language
  • Ability to establish, foster, and maintain effective working relationships with other employees, contractors, consultants, other government officials and the public

REQUIREMENTS:

Any combination of education and experience equivalent to graduation from technical institute or community college with major work in Engineering Technology and some experience in engineering and drafting work.

SPECIAL REQUIREMENT:

Must possess a valid North Carolina driver’s license with a three-year acceptable driving record.

PREFEERED:

Certification as a NCDEQ BMP Reviewer, NCDOT Level 1, II, or III Erosion and Sediment Control Certification, or related.

Engineer In Training (EIT) certification – strongly preferred.
