The primary purpose of this position is to is to focus on the use of biotechnology and biomedical sciences to enable, sustain, enhance, and restore Airman and Guardian health and performance. Incumbent serves as the principal scientific authority and independent researcher in the field of biotechnology and biomedical sciences.

Duties
1. Provides authoritative scientific technical counsel and advice to AFRL senior management on
all aspects of the science and application of biotechnology and biomedical sciences. Responsible
for planning, conducting, evaluating, coordinating, and integrating experimental and
computational approaches to enable, sustain, enhance, and restore Airman and Guardian health
performance using advances in human/biological/biomedical sciences within AFRL, other DAF
organizations including MAJCOMs and SAF, AFMS, Defense Health Affairs (DHA), and other DoD laboratories and agencies including DARPA. Defines and selects specific topics for
investigations based on technical objectives, own authoritative knowledge of subjects, and own
inventions and concepts. Integrates scientific advances with the technical state-of-the-art and
military technology requirements and technically guides research and development efforts
accordingly. Assists the 711 HPW Commander & RH Director in reviewing and designing an
overall S&T program and orienting research efforts towards maximum payoff for technology
advances and mission relevance. The Senior Scientist, as an authority in biotechnology and
biomedical sciences critical area technology, supports the Wing Chief Scientist to perform
technical reviews and assessment of relevant programs, to identify and propose new study areas,
and to interact with other DAF, AFMS, and government agencies in matters related to
biotechnology and biomedical science. Consults with representatives from other AFRL technical
directorates, sister services (Army, Navy), other government agencies, industry, and academia to
determine current and future needs, to ensure that the Air Force has access to the latest advances
and helps develop future projects to achieve high priority Air Force goals. Creates and facilitates
cross-directorate programs that bring together multidisciplinary teams to develop research
initiatives that use biotechnology and biomedical sciences to address DAF needs and increase
USAF & USSF capabilities. Consults with funding agencies and other DoD and
national/international labs for developing technical programs.
2. Conducts fundamental and applied R&D activities in the broad area of biotechnology and
biomedical sciences. The Senior Scientist generates related new concepts, establishes
investigations and extends the basic knowledge of the biotechnology and biomedical sciences
areas leveraging expert knowledge of the newest techniques, critical analysis of knowledge
obtained from experiments and theory, and technical interactions with personnel associated with
experiments and theory. The incumbent must also possess technical leadership skills to
coordinate interactions between personnel across multiple organizations, as well as the ability to
perform critical analysis to address present and emerging DAF requirements.
3. Interprets results in relation to relevance to Air Force needs. Analyzes results and prepares
reports summarizing work accomplished for dissemination by scientific journals, conference
papers, and the laboratory reporting system. Participates in DAF, AFMS, DHA, DARPA,
NASA, OSD, Navy, Army, industrial, and university program reviews and meetings to present
research results, to outline Wing & Directorate technical goals and programs, to relate Wing &
Directorate programs to national and international efforts in the relevant core S&T areas, and to
recommend and negotiate collaborative and/or support efforts with others. Serves as an expert
consultant to DoD groups and panels (e.g., DoD Biotechnology and Human Performance
Council, DoD Communities of Interest, and AFMS), to industry, and to scientific groups and
societies. Participates in scientific conferences and symposia to present research results and to
determine and assess progress in relevant research at other national/international laboratories.
Serves in leadership role in at least one scientific or technical professional society. Coordinates
with the Wing Chief Scientist to establish NATO and other international collaborations in
biotechnology and biomedical sciences R&D.
4. Establishes relationships with top universities and leverages these relationships to develop
cooperative research efforts and to recruit scholars into the Wing. Mentors members of the
Wing’s technical staff. In connection with own research activities, organizes and guides cross
divisional/mission unit (RH & USAFSAM) personnel in collaboration with appropriate laboratory managers. Evaluates technical accomplishments in terms of program objectives and
scientific contributions to advancing the state-of-the-art. Provides input on performance and
professional training needs of Wing technical staffs required by the Commander & Mission Unit
leaders. Liaises with other AFRL directorate STs (chief and senior scientists).

Qualifications
A. ST QUALIFICATIONS: ST positions require substantial experience and significant scientific contributions related to the scientific disciplines and topic areas described in this position description. The candidate must have at least 3 years of specialized experience in, or closely related to, the field in which the candidate will work; and at least 1 year of this experience (must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation. Experience can include paid and unpaid experience, including federal/non-federal government, volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience.
1. To meet the minimum requirements for this Department of the Air Force ST position, you must have (1) year of specialized experience at the GS-14/GG-14/NH-04 or equivalent or specialized experience obtained in the private sector related to the duties of this ST position.

Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Demonstrated leadership experience planning, conducting, evaluating, coordinating, and integrating multi-disciplinary research to optimize Airman and Guardian health and performance using advances in biotechnology (e.g. synthetic/systems biology) and operational biomedical sciences.
2. Expert level technical knowledge reviewing and designing technology program(s), as well as orienting research efforts to maximize technology advances and mission relevance.
3. Proven Executive level experience in research program development and management. Ability to lead diverse teams of scientists and engineers in exploratory research, applied research and advanced technology development activities in human systems, aerospace medicine, and human performance.

SPQ 1. Ability to establish and maintain effective working relationships with key management, professional and scientific personnel; advise and consult on scientific and technological programs and problems; and, serve as an effective spokesperson for the organization both nationally and internationally, and;
SPQ 2. Stature in the profession as indicated by memberships and activity in professional and scientific societies, honors, awards, and other recognition and leadership in national and international scientific communities. Contributions and professional reputation as evidenced by citations, patents, and/or publications which advance knowledge in the field.
Education
This is an interdisciplinary professional position involving duties and responsibilities
closely related to more than one professional occupation. As a result, the nature of the work is
such that persons with education and experience in one of the two different professions (listed
below) may be considered equally well qualified to do the work. To be qualified, the incumbent
must meet one of the education requirements for one of the three occupational series listed
below. Note: Acceptable combinations of education and experience for each series are listed on
the OPM website under the General Schedule Qualification Standards.
(a) General Engineering (0801) series requires: A professional engineering degree from an
accredited institution. To be acceptable, the program must (1) lead to a bachelor’s degree in a
school of engineering with at least one program accredited ABET or (2) including
differential and integral calculus and courses (more advanced than first-year physics and
chemistry) in five of the following seven areas of engineering science or physics (a) statics,
dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics (e) electrical fields and circuits; (f) nature and properties of
materials (relating particle and aggregate structure to properties); and (g) any other
comparable area of fundamental engineering science or physics, such as optics, heat transfer,
soil mechanics, or electronics OR a combination of education and experience – at least 60
semester hours of college-level education in engineering or the physical and mathematical
sciences underlying professional engineers combined with specialized training and/or
technical experience (as demonstrated by registration as a professional engineer or successful
completion of the Engineer-in-Training examination).
(b) General Physical Science (1301) series requires: A degree in physical science,
engineering or mathematics degree that included 24 semester hours in physical science
and/or related engineering science such as mechanics, dynamics, properties of materials, and
electronics OR a combination of education and experience – education equivalent to one of
the majors shown above that included at least 24 semester hours in physical science and/or
related engineering science, plus appropriate experience or additional education.
(c) General Natural Resources Management & Biological Science (0401) series requires:
A degree in biological sciences, agriculture, natural resource management, chemistry, or
related disciplines appropriate to the position, or a combination of education and experience
– courses equivalent to a major, as shown above, plus appropriate experience or additional
education.
An advanced degree or doctorate in a related professional discipline is highly desired.
Additional information
The qualifications, stature, and contributions of an individual involved in research and development have a direct and major impact on the level of difficulty and responsibility of the work performed. ST incumbents would be expected to possess a graduate degree, significant research experience, and a national or international reputation in their field.

has authored fundamental papers in the field of expertise that are widely used and cited;
has received significant honors from major organizations for his/her accomplishments and contributions; and
is sought as an advisor and consultant on scientific and technological issues
