The Opportunity
The Contracts and Procurement Department is responsible for cradle-to-grave activities associated with both contracts and procurement, which includes subcontracts, purchasing and managing our company’s small business program. The Contracts and Procurement Department delivers expertise and professional leadership in these areas, as well as establishes policy, procedures, guidelines, forms and other resources to assist our clients from proposal preparation through contract implementation and closeout. We provide value-added support to our internal and external customers through the development and negotiation of agreements that satisfy all sides.
Abt Associates seeks a qualified Contracts Manager whose background and experience includes a focus on contracting with State, Local, Tribal and Philanthropic entities to support the Contracts and Procurement Department. The Contracts Manager will assist in the identification and formulation of teaming strategies in the support of new business development initiatives. Provide strategy and business counsel on cross-team contractual issues within the Contracts and Procurement Department. Thoughtfully negotiate teaming and non-disclosure agreements. Conduct pre-award contracts solicitation review activities. You will be responsible for coordinating with area management on proposal preparation and review, contract negotiation, contract administration and customer contract activities to provide for proper contract performance in accordance with company policies, legal requirements, and customer specifications. Maintain responsibility for developing, negotiating, and administering highly complex and high-risk contracts, ensuring compliance on cost, schedule, legal and performance aspects under general supervision. Develop intellectual capital and train internal clients on contracts related issues.
Core Responsibilities
- Has solid background and understanding of pertinent procurement regulations and practices customary to State, Local, Tribal and Philanthropic clients is highly desired, and should also include experience with Federal Acquisition Regulations (FAR), agency supplements and related government regulations.
- Prepare, review and/or negotiate contracts of varying types (FFP, T&M, IDIQ, CPFF, performance based, etc.), teaming agreements, grants, cooperative agreements, non-disclosure agreements, MOUs and other contract related documents as assigned by cognizant manager.
- Review terms and conditions proposed by customers, incorporate Company preferred contractual positions, and secure required approvals prior to execution of documents. Manage contract negotiations within prescribed corporate guidelines.
- Research and analyze procurement regulations and requirements for various State, Local, Tribal, and Philanthropic opportunities during the pre-solicitation phase, and advise management of potential risks with contractual terms and conditions to inform business decisions for bidding.
- Support the contract proposal review process including risk mitigation and performance gap review of RFPs, as well as formal and informal proposal drafting.
- Draft unique partnering or teaming arrangements, including joint ventures, consortiums alliances, and data use agreements etc.
- Coordinate with other team members throughout the Company for consistency in approach and review of all contracts. Support other team members in required Government reporting activities, as applicable.
- Develop and deliver training to internal staff on International and Federal regulations that affect business contracts.
- Ensures all agreements are written / documented and filed properly for future reference.

This position offers an anticipated annual base salary range of approximately $105,120 to $136,656, and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
