The Opportunity
Demonstrates leadership and ability to apply pricing skills, best principles and practices at individual and group levels. Manages and leads a midsize team of Pricing Analysts. Develops price and cost estimates and business analyses including profitability, financial metrics and quantifying risks for proposal efforts. Leads both a team and directly leads the preparation of pricing and cost volumes in response to Request for Proposals (RFPs, RFQs, RFIs) ensuring timely, compliant, competitive and accurate pricing solutions for the proposal budget. Presents key business metrics and provides advice to key decision makers and direct team. Ensures compliance with government contracting regulations. May participate in negotiation of contract and subcontract awards. Maintains current knowledge of the competitive pricing environment. Applies extensive technical expertise to develop solutions to complex problems. Is recognized as an expert and leader in their pricing specialty. Exercises considerable latitude in determining objectives and approaches to assignment.
Acts as model, mentor, and trainer to their team and other members of the Pricing organization. Responsible for hiring, performance management, resource allocation and professional development for their team. Ownership of short to mid-term execution of the functional strategy and the operational direction of the department. Initiates and drives process improvements and goals.
Core Responsibilities
- Ensures pricing proposal processes are adhered to including, prepare lime and green team agenda and budget for review. Lead facilitation or contribute as a reviewer of the meeting. Lead capture proposal pricing strategy meetings.
- Review and analyze RFP for proposal budget and business volume requirements. Gather price related clarification questions to client
- Lead pricing strategy for largest and most complex proposals, including capture pricing strategies for all existing contract types. Advise and influence technical staff on pricing strategies.
- Manage team of analysts by assigning resources, training and guiding their pricing deliverables. Maintain resource tracking and appropriate delegation of assignments for bid opportunities within their portfolios which includes capture pricing, task orders and complex bids.
- Ensure compliance to processes on approvals, files and folders with pricing information. Lead initiatives for improvements to current processes
- Advise and influence bid decisions, price strategy, price to win, capture strategies.
- Attend bid boards, pipeline meetings as a trusted business partner for divisional strategies and bid pursuits.
- QC, review and approve of pricing of their team.
- Collaborate with internal departments (HR, Finance, Contracts, Subcontracts, Technical staff, Government Audit and Business Volume Management) as necessary to identify any potential risks with Abt policies and operations as well as to ensure receipt of most recent information for use in pricing/budgeting
- Determine financial analysis, labor hour average rates, competitive intelligence gathering, pricing scenarios to advise senior leadership on pricing strategy and profitability and risk scenarios.
- Manage day to day function of pricing analysts and their pricing activities, including hiring, training, performance management and professional development
What We Value
- Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
- Managing team (3+ person team), change management.
- Price to Win strategy tenants, Capture Pricing strategy, Experience with alternative and creative pricing nuances.
- Knowledge and expertise in GSA schedule pricing and other IDIQ/BPA pricing concepts.
- Knowledge of all government contract types: T&M, FFP, CPFF, CPAF, IDIQ, BPA
- Sophisticated pricing strategy, Excellent excel skills, Works well under pressure, Manages tight deadlines
- Experience pricing with Data and Digital markets and clients
- Experience with non-Federal clients: State and Local and Philanthropic agencies for funding.
- Experience with Federal clients (HHS, CDC, EPA, DOEd, CMS, AHRQ)

This position offers an anticipated annual base salary range of approximately $92,000 to $145,000, and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
