Environmental Compliance Specialist – Primoris Renewable Energy

POSITION SUMMARY:

The Environmental Compliance Specialist will work under the supervision of the Manager, Environmental to maintain Environmental Compliance of all PRE project locations – supporting both pre-construction and operations. The Environmental Compliance Specialist will provide input and technical expertise for environmental compliance including but not limited to Stormwater Pollution Prevention Plan (SWPPP) and Spill Prevention, Control, and Countermeasure (SPCC); Threatened and Endangered species, Air Permitting, recycling and waste disposal and sustainability innovation.

The Environmental Compliance Specialist will work closely with the Manager, Environmental, Area Environmental Coordinator(s), and Field Engineers (Environmental) to build an environmental program that is consistent across all PRE locations and in compliance with federal, state, local, and client specific requirements.

PRIMARY JOB RESPONSIBILITIES:
• Develop and implement standardize Work Plans and Work Methods for the Environmental Group.
• Lead Field Engineers (Environmental) and Area Environmental Coordinators on SWPPP implementation and support proper BMP selection outside of what is provided on Grading and Erosion Control drawings.
• Regularly visit projects to oversee and ensure the Field Engineers (Environmental) are adequately supported, and that the business units’ Environmental Program is effectively communicated, understood, and followed.
• Conduct regular Stormwater audits at assigned projects and communicate the findings to the Site Manager, Field Engineer (Environmental), and Manager, Environmental. Assist in the implementation of the corrective actions identified in the audit.
• Assist Site Manager in communicating and negotiating with the owner or regulator regarding major project decisions.
• Work with Site Managers to monitor project SWPPP budget and assist operations in the development of solutions to prevent cost overruns.
• Support the pre-construction team by conducting site visits to identify areas of concern during the proposal and detailed design phase of the project.
• Support pre-construction team with permitting and environmental questions throughout proposal and detailed design phase.
• Support the operations team by reviewing 30%, 60% and 90% drawings for upcoming projects and providing feedback based on site visit details and advanced knowledge of environmental compliance issues.
• Be a project liaison with key community leaders, regulators, and/or local landowners.
• Work with the Manager, Environmental on sustainability initiatives.
• Other duties as assigned.

EDUCATION & EXPERIENCE REQUIREMENTS:
• Bachelor’s degree in Environmental Science/Engineering or related degree or equivalent combination of education and/or experience.
• Minimum 5 years progressive environmental experience.
• In depth knowledge of federal, state, and local environmental regulations.
• Valid driver’s license and an acceptable motor vehicle driving record (MVR).
• Prior stormwater experience and stormwater training such as CISEC, CQIS, QPSWPPP, or CSI-Construction.
• Role includes supporting multiple projects site locations with travel up to 50% of the time.

PREFERRED SKILLS/ABILITIES:
• Interpersonal skills – Ability to present information to a small group of employees or sub-contractors.
• Effective communication skills (oral, written, listening, presentation) to effectively work with subcontractors and employees.
• Computer literacy. This does not include knowledge of all software to be used, but the ability to learn to use efficiently the software which is in use. Microsoft Office (Word, Excel, Outlook, Visio).
• Organization skills. Scheduling, planning and prioritization.
• Advanced construction drawing knowledge. Knowledge of drawing layouts, references, notes, and good practices associated with producing and reading construction drawings.
• Ability to follow safety rules without cutting corners. To understand the intent of safety rules, not blindly adhering to the literal words of the rule.
