Balance of State Continuum of Care Coordinator

The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado. The Coalition advocates for and provides a continuum of housing and a variety of services to improve the health, well-being, and stability of those it serves.

The Colorado Coalition for the Homeless seeks a Balance of State Continuum of Care Coordinator to provide leadership, coordination, and technical assistance to rural homeless service providers and other rural stakeholders in the Balance of State Continuum of Care. This includes leadership of the Governing Board to assure compliance with Federal and State laws and guidelines for homeless services in the Colorado Balance of the State. The position described here is part of the Rural Initiatives team.This position is located at 2111 Champa St., Denver, Colorado 80205and reports to the Program Manager.

Essential Job Functions

  1. Maintains knowledge of publications regarding the CoC program. Determines the impact this information has on the RI program and the Balance of State CoC. Advises RI program and Balance of State on specifics contained in these documents (including, but not limited to emails, guidance documents, policy directives, new regulations, etc.).
  2. Provides guidance, leadership, and models collaboration to the Balance of State Governing Board and other stakeholders on the implementation of the HEARTH Act and the Continuum of Care interim rule.
  3. Develops all CoC Committees, ensures Policies and Procedures are updated and followed, leads the development and implementation of the BoS Strategic Plan, and provides oversight and support to the BoS Regional CoCs and Planning groups.
  4. Leads the annual Point in Time study. Responsible for recruiting and training participating agencies. Prepare return documents for submission to the project consultants.
  5. Leads Housing Inventory Count (HIC) through training and organization of BoS regions.
  6. Partners with BoS HMIS Program Manager to develop streamlined systems for PIT and HIC count. Works closely with the BoS and Statewide HMIS leadership on data integrity, access, and coordinated entry.
  7. Fosters relationships with members of the BoS Advisory Board and Regional Planning Groups to establish a general CoC membership that includes nonprofit homeless providers, victim services providers, faith-based organization, governments, businesses, advocates, public housing agencies, school districts, social service providers, mental health agencies, hospitals, universities, affordable housing developers, law enforcement, and organizations that serve homeless and formerly homeless veterans, and homeless and formerly homeless individuals.
  8. Works closely with CCH Education & Advocacy Department on rural initiatives advocacy work.
  9. Responsible for updating BoS literature as well as the design and content of the CCH BoS website.
  10. Researches and builds relationships with other rural BoS CoC’s to learn their structure and determine how they fund their efforts, including how training is funded for members of the CoC.
  11. Prepares for and facilitates as arranged with the Chairs, the Advisory Board conference calls (every other month) and the Annual Board Meeting.
  12. Monitor the frequency of Regional Planning Group meetings and be familiar with the minutes of these meetings. Attend these meetings as possible.
  13. Works closely with HMIS team to implement HUD guidance on system-wide performance, to improve the HMIS database. Generate reports from HMIS for projects to use throughout the year as well as for the annual CoC grant application.
  14. Designs and implements the Coordinated Assessment System for Balance of State, monitors its use, and adjusts and upgrades the system as needed to meet users and HID’s requirements.
  15. Leads the Project Ranking Committee and required efforts during the HUD Annual NOFO process and provides review and suggested edits to project applications.
  16. As requested by Rural Initiatives Program Manager assists with writing and adding data to the narrative of the HUD NOFO Collaborative Application, updates the website with deadlines, and ensures all BoS stakeholders are connected to the process through feedback opportunities.
  17. Participate in the provision of orientation for new members, board members and program directors.
  18. Meet required COVID-19 vaccination(s), as defined by applicable law, regulation, or guidance from the Centers for Medicare and Medicaid Services.
  19. Performs other duties as assigned.

Qualifications Summary

  1. Experience in writing and managing HUD grants preferred.
  2. Experienced in low-income housing issues.
  3. Experience in working with rural communities preferred.
  4. Demonstrated ability to work with diverse organizations and individuals.
  5. Strong working knowledge of computers, including operation of the Word and Excel programs.
  6. Ability to travel within Colorado.
