Responsibilities
Analyzes and provides recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives. Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to main the capabilities of a force. Compares, analyzes and evaluates the relative merits of program designs and alternatives. Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or Force XXI activities, to system design and development. Assesses the impact of programmatic and technical options on stated user requirements and doctrine. Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.
- Responsible for cross-domain Irregular warfare (IW) innovation and mission capability management.
- Responsible for the lifecycle management and delivery of IW Innovations, from requirements analysis through deployment of Prototype.
- Plans and directs research activities relating to the investigation of new technologies and prototypes directed at the practical application of scientific theories and processes.
- Has overall authority and provides technical approval for research studies.
- Recommends and develops policies and procedures consistent with SCO and Mission Partner objectives.
- Collaborates with Domain Portfolio Managers and technology researchers, analysts, test engineers, system designers, and system engineers.
- Develops short term and long term goals for the IW capabilities innovation team.
Qualifications
Required Qualifications:
- Bachelors degree and 12+ years of experience or a Masters Degree and 10+ years of experience.
- Active Top Secret clearance.
Preferred Qualifications:
- Experience leading prototype teams using Agile concepts and methodology.
- Experience doing design, development or integration for space or cyber projects.
- Use of Atlassian JIRA tools, software used to guide and manage project software/hardware development and tracking and resolution of issues.
- 5+ years experience working at OSD (ASD/SO-LIC), Joint Staff (DDSO), and/or USSOCOM HQs.

Target Salary Range
$112,000 – $179,000. This represents the typical salary range for this position based on experience and other factors.
