Working under the general supervision of the Regional Marketing Directors.The incumbent is required to act as an advisor to customers on a wide variety of graphics and public relations media.

Duties
- From rough sketches, verbal or written communications, incumbent designs and produces finished graphic material and projects used to promote all aspects of events and activities. Projects include brochures, flyers, menus, posters, logo designs, magazine/newspaper ad designs, tickets, table tents, forms, newsletters, business cards, letterhead and other projects as requested.
- Determines format, color treatment, material and paper usage.
- Has knowledge of social media and how to either capture imagery for social media or, knowledge of developing graphics that can be used on various social media platforms.
- Incumbent performs all aspects of designing, maintaining and updating the Commander, Navy Region, Southwest Fleet & Family Readiness websites. This includes soliciting input from sources throughout the Southwest region; creates documents in html; learns and uses the latest web software; and creates new and inviting web design to provide information on services throughout the Southwest region.
- Evaluates information and transfers it to a usable electronic format for inclusion on the website. Creates and maintains links to other Navy and Department of Defense websites. Corrects work to ensure the most current information is displayed on the MWR website. Inputs information from a variety of sources. Initiates and maintains links and partnerships with other Navy websites. Insures adherence to all DoD standards with regards to website regulations and guidelines.
- Facilitates the smooth flow of graphics processes including distribution of work orders, assisting team members and other duties necessary to complete graphics work in a timely manner.
- Insures all administrative tasks are completed including billing, job tracking, maintenance of equipment, software updates and other duties necessary to insure the smooth flow of the graphics operation.
- Requires a knowledge of design principles and artistic ability, conceives ideas, plans layout and composition of projects, determines format, specifications, color treatment and production methods. Responsible for print pre-production.
- Coordinates projects with the offset printing press operator to ensure final production meets project specifications. Evaluates ink coverage, screen dot gain and general appearance of client jobs in conjunction with offset press operator. Corrects work to meet offset requirements.
- Utilizes artistic techniques in drawing, painting, lettering and general design compositions to assist with special projects.
- Insures 90% of projects are completed within the specified deadline. Manages projects and workload to insure all projects are completed in a timely fashion. Coordinates with press operator, graphic artists and others within the department to complete tasks.
- Ability to work with video equipment and capture images useful in storytelling through imagery as it pertains to facilities, programs and/or events.
- Assists Marketing Manager in mapping out marketing plans and campaigns utilizing knowledge of visual and artistic principles. Advises on website, display and special projects.
- Operates, sets-up and adjusts a variety of graphics/print equipment including but not limited to Paper Cutter, laminator, wide-format poster printer, color copiers and other equipment as required.
- Creates on Macintosh and/or PC computer material from handwritten instructions or rough drafts advertising materials to include, but not limited to, flyers, business forms, menus and newsletters. Maintains backup and archive files on all computer projects completed.
- Works with outside vendors on large projects, full-color projects and other projects not completed in-house. Works with outside vendors on technical requirements, deadlines and materials. Adheres to a strict budget.
- Has the ability to estimate the cost of completing a project for the customer. Can work within a client’s budget suggesting media to work within the clients cost constraints. Is able to make alternate recommendations on how to save money and meet standard marketing objectives.
- Ensures compliance with fire, safety and security regulations.
- Meets with clients and potential clients; adheres to the strictest customer service standards. Periodically makes field visits to suggest design/graphics alternatives.
- Follows departmental standard operating instructions and customer service standards. Effectively responds to customers’ concerns and/or complaints. Complaints not resolved by incumbent will be referred to immediate supervisor. Exercises tact, diplomacy and courtesy when serving and assisting customers. This will be expressed by tactfully responding and assisting customers in a prompt and friendly manner.
- Performs tasks for special events as needed from painting and designing signs, framing and coordinating visual material and a wide assortment of other tasks.
- Performs other related duties as assigned.

Conditions of Employment
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Incumbent needs to be able to lift up to 40 pounds.
Qualifications
- Four-year degree in graphic art or other related field or comparable combination of education and experience. Experience must include two years of using graphics applications on Macintosh computer and one-year website development and maintenance.
- Knowledge of complex design software including In-Design, Quark, Illustrator, Adobe Photo Shop, Dreamweaver or other web development software.
- Knowledge of video software that would allow for creating short video content such as: Adobe Premiere Pro, Windows Movie Maker, Final Cut Pro, iMovie, Adobe Creative Cloud or other software that would enable creation of compelling content.
- Knowledge of Microsoft Office software including Word, Outlook, and Excel. Knowledge of grammar, spelling, standard graphics style. Ability to conceptualize and recommend advertising methods from written and verbal instructions. Basic understanding of math, accounting and routine office procedures.
- Proven ability to work in high volume graphics operations to establish priorities and meet deadlines.
- Effective in working as team member with flexibility to work in different positions within the department.
- Ability to communicate effectively with others.
- Ability to follow written and verbal instructions.
