Job Overview:
The Project Engineer II will be responsible for coordinating with individuals, managing engineering firms, following processes and standards to ensure the company achieves reliable, quality, and safe designs. This person will be responsible for facilitating the design process through IFC design. Facilitate communication between construction team SME’s and EOR to support construction needs, including preparation of design RFI’s and page turns. This person will be responsible for managing 3rd party engineering firms to ensure compliance with design parameters set by Primoris engineering, estimating and operations SME’s, ensure schedule performance for design package delivery, and managing permitting submittal process to support project needs. This position will align and work with the construction team to ensure they have the necessary design input, information, quantities, and parameters to build the work. They will support the project design by ensuring the design meets the contractual, technical, safety, and quality requirement from the Client, Company, and Industry Specifications and Standards. Must have knowledge of project schedule, budget, and estimate and work closely with Project Manager and other internal SME’s to identify and mitigate design issues that affect budget and schedule. Post IFC design delivery, the Project Engineer will support Project Manager cost flow projections, project forecasting, productivity and efficiency review /evaluation, client management, preparation of weekly and monthly reports and overall engineering construction support as continued liaison for RFI’s, design clarifications vendor submittal reviews, etc. between the project team and EOR. This position will have travel and project responsibilities to support the site team and lead design reviews as required. This position will not manage or supervise the construction activities performed on the project site. This position is located in Denver, CO. Local or willing to relocate needed.
Key Responsibilities/Accountabilities:
- Manage and direct multiple 3rd party design firms working towards Issued Construction Drawings for Electrical, Civil, and Structural designs.
- Coordinate and facilitate design reviews at each design milestone. Design reviews will include owner, PRE engineering, PRE construction SME’s and 3rd party personnel.
- Ensure that all design modification requests from internal SMEs are understood and incorporated into all subsequent design submittals.
- Perform the overall coordination and integration of technical activities in engineering projects and services.
- Responsible for timely generation of design documents for the construction team to work from utilizing 3rd party engineers as Engineer of Record. The goal is to design, model, and optimize generation systems so that system meets or exceeds what was proposed to the owner. Have a full understanding of time and resource management to achieve results needed for project deadlines required for Procurement and Construction.
- Work with the Project Manager, Site Manager, and the Superintendent to facilitate design understanding as the start of construction occurs. Ensure there is an understanding of the intent of the design and how the design will be audited throughout.
- Seek opportunities to add value to the project. Facilitate economic analysis/value engineering to determine cost-effective solutions and prepare written recommendations. Ensure value engineering is incorporated into future designs.
- Seek feedback and input from the project execution team throughout the design on means and methods and how engineering can best prepare the design to support means and methods. Engage the Project Manager and other SMEs such as General Superintendents throughout the design process and consult with the Project Manager on any client or EOR requested changes that may affect the project schedule or cost.
- Manage 3rd party engineering resources to ensure deadlines are met and the construction team has the necessary engineering information to produce a quality project on schedule.
- Facilitate approval of materials to be used on the project by attaining Engineer of Record approvals or other resources
- Ensure Bill of Materials are complete with specifications requirements, facilitates review and approval of vendor and subcontractor data sheets for material Coordinates BOM approvals with Procurement department.
- Nurture and maintain key professional relationships with utilities, owners, engineering firms, energy subject matter experts, AHJ’s, and others.
- Responsible to coordinate, lead and document regularly scheduled calls between applicable parties.
- Assure projects are designed and constructed in compliance with all applicable safety standards including ASTM, NESC, NEC, NFPA, and others by utilizing internal SMEs to ensure compliance.
- Acts as a technical resource for project construction teams.
- Acts as engineering liaison for the construction team, 3rd party Engineer of Record, Client, and internal engineering resources from award through final completion.
- Responsible for engineering document control process including client and engineering transmittals, RFI’s, and associated logs.
- Apply for and complete local permits as specified by the Maintains permitting log.
- Ensures Project reporting requirements are met by Field Engineers, supports and reviews all reporting prior to final PM review and submittal.
- Continuously compare detailed project design parameters and major component quantities with project estimate as a baseline and report quantity deviations to Project Manager and Engineering Manager for review prior to acceptance for purchase.
- Support Project Manager in project monitoring, cost forecasting, and client management.
- Ensure that each design is developed with due consideration for installation, maintenance, and repair. Consult Field Operations Manager and Trade Superintendents as necessary for recommendations.
- Review cost and construction implications of project changes and make recommendations.
- Recognize impacts design changes have regarding cost. Share impacts with project management and procurement team.
- Perform economic analysis/value engineering to determine cost-effective solutions and prepare written recommendations.
- Train and develop Field Engineers in engineering management, document control, project reporting, and RFI processes.
- Support subcontracting process as required or requested by developing applicable SOW and special conditions, identifying subcontractors, reviewing RFP responses. Works with Procurement to finalize necessary subcontracts for PM approval.
Qualifications:
- Bachelor’s degree in Construction Management or Engineering preferred.
- 5+ years in construction or power plant construction experience.
- Minimum of 2-years or more of relevant construction or engineering experience.
- Administration and Management: Knowledge of business and management principles involved in planning, resource allocation, leadership, production methods, and coordination of people/resources.
- Customer Service: Knowledge and skills for providing best in class customer service including needs assessment, quality and safety standards, and to achieve overall customer satisfaction.
