WHAT IS THE OPPORTUNITY?

Within the Governance, Risk and Control (GRC) Office, program managers in the MRA Center of Excellence (COE) are responsible for the management of major MRA, consent order, and regulatory remediation programs across the bank. This position is responsible for the planning, implementation and successful delivery of one or more key programs, leading project teams that are each responsible for elements therein. This includes architecting program or project structures, plans to enable fulfillment an articulated business or regulatory strategy and managing large program budgets. The Program Manager MRA COE will also need to be able to quickly assess the health of the projects and make recommendations to improve delivery capability. Therefore, CNB is seeking candidates with program / project management experience in the financial services industry specifically in the regulatory space, with experience including but not limited to BSA/AML/OFAC, Payment systems/Operations, Compliance/Fair Lending, Key Controls Testing and Fraud Risk Management. Engages and partners with Risk/Compliance and LOB partners to meet regulatory commitments.

Program elements may include areas such as organization structure, processes, operational support and technology. Role will be instrumental in driving and tracking program activities, negotiating changes in plans and effective communication with all stakeholders and senior management. Success of program outcomes will be measured by the implementation and fulfillment of a regulatory remediation or strategy, and realization of program’s defined benefits and results.

WHAT WILL YOU DO?

  • Establish and drive delivery of program plan objectives, coordinating activities across multiple departments and projects to achieve program goals.
  • Define and establish program and governance structures to support successful delivery and manage program risk
  • Manage large complex programs and projects related to OCC (and FRB) MRAs and consent orders
  • Prepares executive, board and regulator status reports, inclusive of strong narratives and metrics
  • Prepares project plans for conformance to program strategy, program plan and schedule
  • Leads and facilitates high-level meetings for program plan requirements and to develop schedules and milestone measurements, and discuss program risks, issues and status
  • Accountable to program stakeholders and senior management for schedule, budget, quality and outcome of all program elements
  • Communication liaison with key stakeholders, coordinating and holding periodic briefings/status updates
  • Create strategies for risk mitigation and contingency planning
  • Coordinate with exam management teams covering other exams to identify cross-cutting regulatory themes and opportunities to enhance the bank’s overall effectiveness in exam management
  • Coordinate with the other GRC teams (Regulatory Communications, Regulatory Issues Project Management, Issues Management & QA, and GRC Program Management) regarding MRAs that result from regulatory examinations and ongoing supervision
  • Work with senior management to identify, discuss, and address emerging regulatory trends that may impact their relevant business operations from a compliance perspective
  • Adhere to CNB Project Management Guidelines and delivery methodologies when applicable
  • Understand cross-program dependencies
  • Provide guidance and leadership to a matrixed Program & Project Team.
  • Manage team of junior program / project managers.

Division Specification

  • Ability to lead organizational change – across multiple lines of business; including ability to build strong business partner relationships, training, communications and process redesign experience Supports the development and integration of change management processes, procedures and methodologies (supporting both agile and waterfall lifecycles)
  • Governance / Oversight (includes operationalization and oversight of Enterprise PMO functions to support programs/project teams in their change management execution Responsibilities include the establishment of measurable KPIs and KRIs to enable executive status reporting across the enterprise implementing, maintaining and continuously improving program /project management capabilities and reporting to support the Bank’s strategic goals.
  • Engages and partners with Risk/Compliance and LOB partners to meet regulatory commitments. Will be responsible for managing regulatory specific programs/projects.

WHAT DO YOU NEED TO SUCCEED

Must-Have*

  • Bachelor’s Degree; Masters Degree is a plus
  • Minimum 8 years of experience in managing complex programs/projects involving a large team with multi-department impact, specifically with regards to remediation of regulatory issues and/or consent orders
  • Minimum 7 years banking/financial services and/or technology industry experience.

Skills and Knowledge

  • Understands full project lifecycle, can assess impacts, including people, process and technology, manage scope/schedule/risks and deliver project results
  • Can drive organizational change and understands how to structure program governance and reporting at the portfolio level.
  • Experience with OCC and/or FRB regulatory issues and consent orders, including preparing reports for the board and regulators
  • Banking experience and management consulting background highly preferred
  • Expert with MS Office Suite with a focused ability to create concise and compelling presentations (Project Plans in MS Project, Presentations in PowerPoint, Word, Excel, etc).
  • Exceptional written and verbal communication skills
  • Scheduling and budgeting experience.
  • Demonstrated ability to problem solve and exercise solid judgment
  • Demonstrated ability to communicate with highly technical as well as functional partners
  • Must be extremely knowledgeable in all aspects of project methodology, various project management tools and techniques across all program and project activities
  • Strong interpersonal, influencing, and communications skills with an ability to interact effectively with senior management and stakeholders, to include virtual, matrixed leadership experience and the ability to effectively manage and build relationships within the three lines of defense.
  • Knowledge and understanding of regulatory and risk management in the financial services industry, including but not limited to Operational Risk (IT/Cybersecurity, Operational Resiliency, Fraud, Third Party), Compliance/Fair Lending Risk, BSA/AML/OFAC Risk, Credit Risk, and Payment Systems/Operations.
  • Proven leadership, coaching and negotiation skills to drive alignment across stakeholder groups to develop and deliver repeatable end-to-end risk management solutions and controls aligned with group’s processes.
  • Deep understanding of risk framework, corporate/business policies, and programs to translate into plans for the business, function and/or risk type.
  • PMP or master’s degree preferred.
  • Can think strategically and effectively manage relationships with business partners
  • Strong executive presentation skills and ability to influence business decisions in alignment with strategic goals/objectives
  • Experience in structured analysis, strategy, problem-solving and critical thinking
  • Must have strong business savvy with good diplomacy skills in order to influence and be effective with senior executives.

Compensation

Starting base salary: $111,408 – $189,738 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
