Job Summary
Responsible for internal IT projects and programs involving department or cross-functional teams of subject matter experts, delivering products through the design process to completion. Plans and directs schedules as well as IT project budgets. Monitors the IT projects from inception through delivery. May engage and oversee the work of external vendors. Assigns, directs and monitors system analysis and program staff. These positions’ primary focus is project/program management, rather than the application of expertise in a specialized functional field of knowledge although they may have technical team members.
Job Duties
- Active collaborator with people who are responsible for internal IT projects and programs involving department or cross-functional teams of subject matter experts, delivering products through the design process to completion.
- Ability to manage multiple complex, challenging IT projects simultaneously. Deep understanding of PMO processes and tracking projects across multiple streams/functional areas simultaneously.
- Builds and maintains effective and trusting business relationships with both external and internal stakeholders such as health plan Senior Leadership/Senior Management and/or Corporate Executives, Molina Medical Solutions, other IT functions to understand their business needs, strategies, priorities and key issues.
- Monitor expenditures and resources utilization, analyze resources issues and problems, and develop alternative resourcing approaches and prepare ad-hoc reports for IT leadership
- Extensive experience working with multiple stakeholders and driving consensus on project timelines along with requirements. Experienced in driving discussions with senior leadership
- Deep understanding for Healthcare space, preferably Medicaid.
- Proactively assesses IT projects for potential problem areas. Investigates, develops, and evaluates solutions to a wide range of very complex problems spanning across multiple projects.
- Leads charge to resolve ambiguous situations and directs implementation of resolutions. Establishes processes, procedures and tools t0 increase efficiency.
- Leads and manages IT project team in planning and executing business programs.
- Communicates and collaborates with stakeholders to analyze and transform needs and goals into functional requirements. Delivers the appropriate artifacts as needed.
- Work with Business Architecture, Business Analysts, and IT Enterprise Architecture (EA) on projects to ensure best possible solutions to business requirements
- Responsible and accountable for all programs and project artifacts
- Utilizes standard communication protocols and forums to consistently provide updates and promotion of IT services/projects, which includes support and maintenance of marketing plan to promote within IT organization, IT wins/major projects and improves IT value perception both with IT employees and with our business community.
JOB QUALIFICATIONS
REQUIRED EDUCATION:
Bachelor’s Degree or equivalent combination of education and experience.
REQUIRED EXPERIENCE/KNOWLEDGE, SKILLS & ABILITIES:
- 3-5 years of Program and/or Project management experience.
- Operational Process Improvement experience.
- Healthcare experience.
- Experience with Microsoft Project and Visio.
- Excellent presentation and communication skills.
- Experience partnering with different levels of leadership across the organization.
PREFERRED EDUCATION:
Graduate Degree or equivalent combination of education and experience.
PREFERRED EXPERIENCE:
• 10+ years of Program and/or Project management experience.
• Medicaid Managed Care experience.
• Experience working in a cross functional highly matrixed organization.
PREFERRED LICENSE, CERTIFICATION, ASSOCIATION:
• PMP, Six Sigma Green Belt, Six Sigma Black Belt Certification and/or comparable coursework desired.

Pay Range: $66,456 – $129,590 a year*
