The role of the Air Gapped Cloud (AGC) Construction Program Manager requires interpersonal, communication and organizational skills, ability to self-direct, background in data center design, engineering, controls, construction, and operational requirements and an emphasis on Program/construction management, client representation and Program and Program level services.
The AGC Construction Program Manager is ultimately responsible for the complete Program delivery for each campus location and drives deployment of large-scale campus-based delivery solutions. The AGC Construction Program Manager is responsible for ensuring that each Program meets the Data Center Development (DCD) Guidelines and standards, which may be adjusted from time-to-time based on best practices and Lesson Learned drawn from previous Programs as well as industry changing best practice.
The AGC Construction Program Manager will coordinate with the Data Center Engineering (DCE) team and support specialty consultants to update and edit the Basis of Design (BOD). In managing the delivery of Programs, this position aligns team objectives, business processes, vendor management strategies, and cross-group collaboration efforts with the Data Center Development Program Strategy. In doing so this will result in effective client relationship management and efficiency in cost management and Program/Program delivery
The AGC Construction Program Manager will be a relentless advocate for managing a safe worksite. Safety is one of the four pillars of Microsoft Cloud Innovation and Operation’s mission in delivering cloud capacity; joined by Quality, Schedule adherence, and Cost Management. The AGC Construction Program Manager will also collaborate with Microsoft Security (OSSC), Microsoft IT (MSIT), Legal, Project Engineering, MS Business Risk Management, and other internal groups to maintain the corporate vision and goals for the Program.
In addition, this position will be responsible for coordinating and reviewing vendor performance relative to cash flow and budget summaries (with Cost Management (CM) support) and will clarify those reports in presentations to the delivery and executive chain. Other responsibilities include oversight and Program controls (Program Expenditure Request (PERs), Professional Services Request (PSRs), Change Orders, Pay Applications, etc.). Additional roles include MS partner engagement, as well as participation in communications plans, and community involvement with support from Data Center Operations (DCOPs), Real Estate Services, Data Center Services, and Corporate Communications teams.
The AGC Construction Program Manager works directly for the AGC Director of Construction and supports the strategic and tactical delivery of data center Programs for the AGC segment.

Responsibilities:
- Drives deployment of large-scale campus-based delivery solutions for the AGC Cloud and develops/establishes program/project goals for teams, assigns overall responsibilities, ensures performance measurements, and seeks and delivers feedback to achieve timely results.
- Analyzes the industry for best practices and internal process flows to recommend changes resulting in cost savings, enhanced customer service, or improved asset management.
- Makes decisions and influences partners to facilitate and accomplish complex issues impacting AGC construction projects (e.g., establishing and executing upon team goals, following business processes, engaging vendor relationships, and fostering cross-group collaboration efforts with the agreed-upon project strategy and milestones).
- Manages any alterations made to the project scope and adjusts the overall plan to accommodate for these changes.
- Acts as the primary point of contact for project development and delivery. Shapes and implements AGC construction execution plans. Initializes and identifies opportunities to discuss and integrate lessons learned.
- Participates in and may drive Microsoft partner engagement, communications plans, and community events.
- Develops and maintains productive relationships with implementation partners, Operations, Security, Authorities having jurisdiction, and regional corporate leadership. Engages and sources other internal teams (e.g., Security (OSSC), Information Technology (MSIT), Legal, Project Engineering, Business Risk Management, etc.) to maintain the corporate vision and create goals for the project. Advises and directs internal teams and supporting specialty consultants to update and edit the Basis of Design (BOD) as needed.
- Interprets safety standards and regulatory requirements (e.g., ADA) to direct and enforce compliance and aggressive management of risk. Creates and reinforces safety program routines and project and contractor audits. Demands safe environments/work sites and participates in governance, policies, and decision-making regarding risk compliance and management.
- Establishes and communicates risk mitigation goals and develops metrics, dashboards and/or scorecards to drive progress. Presents and reports goals and progress to regional executive leadership.
- Develops, reviews, and approves vendor scope of work, design review of site and building plans, pay-application, and invoices.
- Creates, applies, and shares best practices to identify and drive cost-effective solutions for the strategic and tactical delivery of a construction project. Applies influence, strategy, and decision-making to drive solutions, schedules, and
- manage change with clients, sponsors, vendors, and operational units including staff and internal partners.
- Develops and reports on scope, schedule, and budget of project. Implements project controls in work activities (e.g., project expenditure requests (PERs), Professional Service Requests (PSRs), change orders, and pay applications). Reduces cycle time, improves quality, and identifies and implements ways to lower cost.

- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

- Bachelor’s degree in Construction Project Management, Architecture, Engineering, or related field AND 15+ years of related experience
- OR equivalent experience.
- 10+ years of project management experience.
- 10+ years of people management experience.
Construction Project Management M6 – The typical base pay range for this role across the U.S. is USD $124,800 – $266,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 – $292,200 per year.
