Seattle Parks & Recreation is seeking a highly motivated individual to join the Park’s Safety and Health Team in the Human Resources Division. The Safety and Health Supervisor will play pivotal role in supporting the goals of the department and coordinating the development of SPR’s Employee Safety and Health Programs. They will be supervising a team of three Senior Safety and Health Specialists. This position will report directly to the Safety and Health Manager.

Job Responsibilities

  • Under the direction of the Safety and Health Manager, the Safety and Health Supervisor will be responsible for providing direct support and coordination to the Safety and Health Team as well as SPR employees. This will include insuring Safety and Health Programs are meeting the needs of the Department.
  • Develop and implement safety and health programs and policies
  • 3 years of experience planning developing, and implementing different types of Safety and Health program, such as Workplace Violence, Personnel Safety, Accident prevention
  • Assist with communication with managers and directors on upcoming changes in plans and current safety concerns that require their participation
  • Assist in the development and implementation of facility Safety Action Plans and ensure training programs are in compliance
  • Supervise and manage the day-to-day work activities of the Senior Safety & Health Specialists.
  • Communicate accompanying procedures to the Safety Specialists and provide coaching as needed

  • Two years of experience developing, reviewing and delivering safety training programs and materials (e.g., e-Learnings, training applicability, instructor auditing, delivering in-person training).

  • Provide guidance to employees and management on interpretation and implementation of applicable safety regulations (L&I, OSHA, SKCPH, CDC & WA State).
  • Maintain a visible field presence by conducting worksite visits, coordinating joint visits with Safety Specialists whenever possible.
  • Respond to emergent Workplace Violence issues.
    • Initial response, follow up, debrief meetings, after event action plan
  • Coordinate regularly with the Safety and Health Manager regarding safety issues, trends and upcoming conditions or events.
  • Sit on advisory safety panels, offering recommendations when necessary
  • Review submitted Motor Vehicle Accident and injury reports for accuracy and comprehensiveness.
  • Provide feedback to Safety Specialists and management if follow-up is deemed necessary.
  • Provide and review worksite safety Plans
  • Conduct field site Fit-For-Duty meetings
  • Assist Sr Safety and Health evaluate safe work practices for the Park’s Clean City Encampment team.
  • Create team workplace expectations regarding current and evolving job duties
    • Communicate accompanying procedures to the Safety and Health Specialists and provide coaching when needed
    • Develop and implement safety and health programs and policies
    • Ensure goals meet Department requirements
    • Represent the Safety workgroup when attending operational meetings.
    • Evaluate current programs with staff to ensure still effective
  • Advise management of safety issues and changes that are needed
  • Respond to unanticipated safety concerns received by the Safety workgroup, (e.g., newly identified hazards, general safety queries, and past precedence’s).
  • Supervise and manage the day-to-day work activities of Senior Safety & Health Specialists and Safety and Health Specialists.
  • Review established goals

  • Support Department goals in promoting RSJI objectives.

Qualifications

Requires four years of experience in a safety and health related field of which at least one year is in supervision or lead work and a bachelor’s degree in Occupational Health, Industrial Hygiene, Safety, Toxicology, Public Administration, Environmental Health, Education, or a related field (or a combination of education, training and/or experience which provides an equivalent background required to perform the work of the class).

License: At the time of appointment must hold a valid Washington State Driver’s License . Candidates will be required to provide a 5-year driving history report (WA State: FULL 5-year driving record).

Desired Qualifications:

The ideal candidate will have some of the following qualifications and a strong desire to learn the other qualifications: SPR recognizes that not every candidate will have all the following desired qualifications and that many skills are learned on the job.

  • Knowledge of environmental sampling and testing with an emphasis on industrial waste and/or biological/human contamination.
  • Individuals may be required to wear protective equipment (PPE) and exercise caution when conducting
  • Candidate must have experience working with all types of Skilled Trade workers.
  • Ability to work effectively on a team or independently in remote locations.
  • Experience analyzing complicated data.

Pre-Employment/Pre-Placement Requirements :

  • Successful candidate must complete a 40hr Hazardous Waste Operations Certification within six (6) months of hire.
  • a pre-employment medical assessment as a condition of employment in this position.

Working Environment/Physical Demands:

Some work is performed in the field including remote urban locations, on rivers and reservoirs, hazardous waste sites and encampment sites, and a normal City office/work environment.

May require rotating on-call duty for emergencies.

Possibility of exposure to hazardous wastes, chemicals, and other conditions requiring safety precautions.

The full salary range for this position is $50.42 – $58.55 per hour.
