About the Family & Social Services Administration (FSSA):
The Division of Disability and Rehabilitative Services manages the delivery of services to children and adults with intellectual and developmental disabilities and has two overarching responsibilities: to facilitate partnerships that enhance the quality of life for children and adults with physical and cognitive disabilities; and to provide them with continuous, life-long support.
Salary: This position traditionally starts at an annual salary of $67,314.00. Salary for this position may be commensurate with education and job experience.
Role Overview: The full title is: Vocational Rehabilitation Counselor Supervisor. The ideal candidate must have a bachelor’s degree in Rehabilitation Counseling or related field plus one (1) year of paid or unpaid experience consisting of: direct work with individuals with disabilities in a setting such as an independent living center, direct service or advocacy activities that provide such individual with experience and skills in working with individuals with disabilities, or direct experience as an employer, a small business owner/operator, self-employment, or other experience in human resources, recruitment, or experience in supervising employees, training, or other activities that provide experience in competitive integrated employment environment. This role covers Northeast IN and is currently based at the Richmond, IN Vocational Rehabilitation office.
About the Job:
As the Vocational Rehabilitation Counselor Supervisor, you will function as the Assistant Director over either the Statewide Client Service Delivery System or the Program Services Department of the Vocational Rehab Division of Indiana Rehab Services.
A Day in the Life:
The essential functions of this role are as follows:
- Supervise lower-level staff and their various units.
- Analyze data monitored and collected on the service delivery system.
- Implement changes, initiatives and new programs.
- Supervise writing of all policies, rules, and regulations for the Division of Vocational Rehabilitation.
- Coordinate field service operations and informational data with Program Services for the purpose of improved and/or new service delivery changes.
- Serve as a consultant to staff for guidance, interpretation, and evaluation of all federal and state mandates to enable policy changes.
- Serve as mediator in areas of conflict between staff and various other entities.
- Assist Division Director in budget preparation.
- Serve on and may represent agency at various conferences and planning committees.
- Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You’ll Need for Success:
You must meet the following requirements to be considered for employment:
- Extensive knowledge of the Rehabilitation Act and its implications on the service delivery system.
- Extensive knowledge of federal Job Training Acts, Department of Labor, Employment Security Division, Federal Grants, etc., and agency’s cooperative agreements with those entities.
- Extensive knowledge of the budgetary process and its implication of programs and services.
- Broad knowledge of public/private sources of funding outside of the legislative budget.
- Extensive knowledge of state and federal laws, rules and regulations pertaining to program and personnel.
- Ability to plan, develop and implement effective working relationships with others and organizations of various types.
- Ability to present effectively all aspects of Vocational Rehabilitation.
- Ability to achieve community support for agency programs to ensure successful outcomes.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
Supervisory Responsibilities/Direct Reports:
This role may provide direct supervision for one or more staff members.
