JOB DESCRIPTION
Position Title: Director of Human Resources, 12 months
Department: Administration
Location: Unit Office
Reports to: Superintendent
FLSA Class: Exempt
SUMMARY
To provide leadership, strategic vision, and direction for the district Human Resources Department.
DUTIES
- Plan, lead, direct, develop, evaluate, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy.
- Promote Unit 5 as a positive workplace for all employees and implement strategies to make Unit 5 the district of choice for prospective employees. Conduct research and area studies to ensure the District is a preferred employer.
- Actively support the district’s diversity, equity, and inclusion practices and the District Equity Action Plan. Review all personnel policies through an equity lens. Ensure that the HR department is represented on the District Equity Leadership Team.
- Represent the Human Resources Department as a member of the Superintendent’s Executive Cabinet.
- Participate in district strategic planning.
- Oversee the application of Board of Education policies related to personnel including the management of personnel records consistent with state and federal law and collective bargaining agreements.
- Advise and train building administrators, managers, and supervisors in best employee relations practices and strategies for resolving workplace performance and conduct issues.
- Serve as a member of the Insurance Committee; oversee the selection and administration of employee benefits.
- Identify, evaluate, and provide direction in solving hiring challenges. Execute, oversee, and maintain accountability for district hiring practices and retention strategies. Reports hiring trend data to the Superintendent and Board of Education.
- Approve and ensure all employee handbooks and job descriptions are current and adhere to federal, state, and local employment laws, Board of Education policies, and collective bargaining agreements.
- Serve as a member of the district’s bargaining team and participate in labor/management meetings and the negotiation of all collective bargaining agreements. Lead and/or facilitate contract grievance meetings as needed.
- Lead and advise in the resolution of employment and labor concerns consistent with Board policy, collective bargaining agreements, and state and federal law. Oversees the execution of employee relations investigations.
- Serve as the superintendent’s designee to approve/deny requests for contract revisions, salary schedule movement, and special leave requests.
- Ensure compliance with federal, state, and local reporting requirements, including but not limited to the Employment Information System (“EIS”), EEOC Employer Information Report, Office of Civil Rights, ROE Compliance Review, and Teacher Service Record.
- Design comprehensive compensation and benefits packages based on market data and according to collective bargaining agreements.
- Foster a positive team culture for the Human Resources department. Ensures collaborative relationships with other departments and teams.
- Lead, investigate, and respond to district concern resolution complaints and Bias Reports as designated by the Superintendent.
- Participate in district-wide professional development activities, executive cabinet training, and other PD as assigned by the superintendent.
- Represent the HR department at Board of Education meetings and other district sponsored events.
- All other duties as assigned.
QUALIFICATIONS
- Master’s degree in personnel management or school personnel administration, labor relations, or human resources.
- Illinois Administrative Licensure (preferred), SPHR/PHR or SCP/CP.
- Five years of successful experience in educational or human resources leadership.
- Current extensive knowledge of federal and state employment and labor laws.
- Understanding of Illinois School Codes and/or previous work in the education field.
- Understanding of specific labor relations needs and challenges related to the District’s collective bargaining agreements.
- Proven experience in negotiation, mediation, arbitration, supervision, and leadership
- Excellent written and oral communication and strong interpersonal skills.
- Ability to represent the district in a positive and professional manner (image, actions, communications, and working relationships) at all times.
- Able to perform job duties at assigned work location(s) on a regular and consistent basis.
- Flexible work schedule required including the availability to work evenings and weekends as needed.
- Travel may be required.
COMPENSATION:
The salary range is $97,000 – $142,000 annually. Fully Board Paid Medical, Dental, and Vision are available.
