Our Organization and Mission: The Office represents the State of Florida in state and federal civil and criminal courts, from trial courts to the Supreme Court of the United States.

Position Summary: The Florida Office of the Attorney General is seeking a highly talented, self-motivated, investigative and analytical minded team member to investigative matters assigned to the Multistate and Privacy Bureau of the Consumer Protection Division. The selected candidate will investigate suspected civil and criminal law violations and be able to advise and assist on referrals to Florida Department of Law Enforcement and other agencies. The investigator will develop partnerships with other agencies relating to consumer protection crimes and civil violations, establish lines of communication with local, state, and federal law enforcement and other enforcement agencies as appropriate.
This position is a highly responsible investigative position, and the candidate is assigned the lead role and responsibility for developing complex fraud investigations relating to the enforcement of FDUTPA, presenting findings to Assistant Attorneys General, and recommending pursuit of enforcement action. The Financial Investigator must have adequate experience in identifying and implementing an investigative strategy and is accountable for ensuring that investigative plan is thoroughly pursued through their own efforts and the efforts of support team members. The successful candidate must also be able to adequately document not only their case progression and findings, but also to communicate complex violation information in a concise and understandable manner. This position requires the experience and skills to strategize and lead complex investigations from their inception through their logical conclusion or into litigation with an assigned Assistant Attorney General.
The successful candidate will be responsible for coordinating information that often relates to numerous complainants with substantial monetary losses. Applicants must have adequate experience conducting fraud, financial crimes, economic crimes, white collar crimes, wire and mail fraud, consumer protection, or other complex investigations and presenting complex case findings. Candidates must have experience in reviewing financial statements, bank documents, and other business documents in the context of evaluating the flags of fraud or determining damages and loss. Candidates must have knowledge of the theories and methods for tracking the flow of monetary transactions as evidence of a violation. A strong ability to utilize deductive reasoning and to follow leads through their logical conclusion is highly preferred.
Qualifications: A bachelor’s degree from an accredited college or university and five years of investigative or law enforcement experience conducting criminal, civil, or administrative investigations or examinations, which must include a minimum of two years of experience with financial investigations, financial examinations or analysis or other related financial investigative experience, or complex organized crime or RICO investigative experience. A master’s degree in a related field from an accredited college or university may substitute for one year of the required experience. Experience in fraud, RICO, or white-collar investigations; financial investigations, examinations, or analysis; or law enforcement may substitute on a year-for-year basis for the required education.
Preference will be given to applicants with the following:
- Certified Fraud Examiner (CFE) certification through the Association of Certified Fraud Examiners (ACFE).
- Entry level certifications in the following areas:
- Certified Information Systems Security Professional (CISSP)
- Microsoft Fundamentals
- Amazon Web Services (AWS) Cloud Practitioner
- GIAC Information Security Fundamentals (GISF)
- Google Cloud Digital Leader
The Work You Will Do:
The selected candidate will provide investigative support and assistance to the Bureau Chief and attorneys, including but not limited to the following duties:
- Review and evaluate data breach notices for statutory compliance.
- Review and evaluate cyber security standards, protocols, and architecture.
- Review and evaluate consumer complaints to determine if a violation of Florida law exists.
- Conduct financial investigations in consumer protection cases, including, but not limited to unfair and deceptive trade practices, antitrust, RICO, consumer fraud, asset forfeiture, organized fraud, theft, and organized schemes to defraud.
- Locate and identify concealed profits in trusts, domestic and foreign corporations, banking institutions, real and personal property and any other method or means of concealment.
- Asset tracing of profits received from unlawful activities through all financial conduits.
- Utilize computers and the internet to develop leads utilizing Social Media intelligence (SOCMINT) and Open-Source Intelligence (OSINT) techniques to further investigations. This will include capturing digital evidence during your research and compiling it in an acceptable format to be presented as evidence during litigation.
- Prepare investigative reports and memos.
- Present investigative case status briefings to attorneys and discuss investigative strategy with attorneys.
- Review affidavits and help prepare for the examination of witnesses. Attend depositions, take sworn statements, administer oaths, and interview witnesses.
- Input and maintain data in Excel and other databases to analyze trends and develop investigative leads.
- Liaise with other law enforcement and regulatory agencies to develop investigative leads or to respond to requests for information.
- Prepare documents, exhibits, schedules, reports, and other pertinent information for use in cases litigated in civil courts of law.
- Testify in court hearings, trials, and depositions regarding investigations for which they conducted.
- Assist in enforcing Florida’s Price Gouging Statute during declared States of Emergency. This will include the need to review and evaluate consumer complaints to determine if a potential violation of Florida price gouging law exists. Conduct site visits and contact businesses to evaluate allegations of price gouging. Assist with negotiating a resolution of the initial complaint. Serve preservation letters and/or investigative subpoenas. Obtain documents related to business pricing, then analyze and provide findings and recommendations determining whether a price appears unconscionable. Price Gouging enforcement will require working extended hours, working on weekends and may require working on holidays during a declared State of Emergency.
- Assist attorneys with special assignments, which may require extended hours and/or travel outside the worksite.
- Perform other related work as required.
