The Work You Will Do:

The Phase II MS4 Coordinator is responsible for permitting, compliance and enforcement of Phase II Municipal Separate Storm Sewer Systems (MS4) permits pursuant to Department and program policies and procedures. The position is responsible for the management of permit and compliance activities for 70 permittees throughout Florida.

MS4 Coordinators travel throughout the state to ensure compliance with NPDES Stormwater requirements by regulated municipalities and public entities. Each coordinator is a team member within the NPDES Stormwater Program and meets regularly with other DEP programs.

Pay:

$38,429.56 – $45,000.00/annually (Commensurate with experience)

Your Specific Responsibilities:

This is a specialized professional environmental position responsible for assisting with the implementation of laws, regulations and policies of the authorized National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer (MS4) Section of the Stormwater and Technical Services Program.

  • Application Process: Review applications reviews for consistency with rule requirements. Drafts and send requests for additional information, issue draft permit packages, intent to use permit packages and final permit coverage. Assist with MS4 designation.
  • Compliance Determinations: Review annual reports and prepare findings based on the annual report and the requirements of the MS4 permit. Draft and send review letters. Conduct audits and site inspections of approximately 10% of the assigned universe of MS4 permittees throughout Florida annually for compliance with MS4 permit requirements. Prepare findings based on the audit; draft and send audit reports. Conduct enforcement activities as necessary.
  • Policy: Coordinates the development of rules, policies, and procedures for implementation of the Phase II MS4 Permit. Activities may involve directing and performing development of rules and generic permits, policies and procedures. Assist in training.
  • Customer Service: Provide technical assistance to the permittees, Department staff, other agencies and the public.
  • Consistency: Assists in the development of rules, policies, and procedures for implementation of the Phase II MS4 Permit. Assist Leadership in identifying areas where MS4 rules, policies, or procedures may have inconsistencies and make recommendations for improvement.
  • Perform data entry into databases. Track workload. Schedule travel and complete travel paperwork.
  • Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs
  • Knowledge and skill in the use of computers and software program utilized for email, work processing, database management, and spreadsheet applications.
  • Ability to prepare technical reports.
  • Ability to work independently
  • Ability to communicate effectively, verbally and in writing.
  • Ability to establish and maintain effective working relationships with others
  • Ability to participate in fieldwork, involving long hours and physically taxing conditions.
  • Ability to travel outside of the Tallahassee area.

Minimum Qualifications:

  • A valid driver’s license.
  • A 4-year degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences and 1 year of work experience OR 5 years of work experience can substitute.
  • Ability to Travel outside of the Tallahassee area.
  • Pursuant to the sections 110.1127 and 435.04, Florida Statues, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.

Preferred Qualifications:

  • One year of related experience.
