Position Information
The Department of Parks & Recreation (DPR) is hiring an experienced Therapeutic Recreation (TR) Programmer to manage community recreation programs for individuals of all ages with disabilities, to provide specialized adapted programs and inclusion services coordination within the TR section. This position will also provide direct and indirect supervision of staff, including significant interdisciplinary collaboration and teamwork within the department and organization wide.
The adapted program oversight may include social clubs, summer day camps, special events, family programming and adapted classes including wellness, fitness, art, outdoor recreation, aquatics, gymnastics, etc. The inclusion services oversight will provide coordination and training to both internal DPR programs and contractors.
Specific duties include:
- Supervising, hiring, training, scheduling, and providing performance appraisals of staff;
- Managing and implementing a comprehensive program plan for therapeutic recreation services to include inclusion services, recruitment of vendors and program staff to offer various adapted offerings, and establishing standard operating procedures, manuals, and processes to deliver those services;
- Evaluating customer service data collection, leisure needs assessments, trends, life cycle of programs, performance measures and outcomes;
- Monitoring the effectiveness of therapeutic recreation interventions and making changes based upon evaluation findings for programs and participants;
- Managing program budget, purchasing, and equipment and supply inventories;
- Procuring and executing contracts for services that include sign language and CART;
- Assisting recreation staff in the implementation of program modifications to ensure accessibility and participation for all individuals with disabilities;
- Maintaining a high level of internal and external customer service; and
- Designing and distributing marketing materials, using social media platforms, websites, and software (i,e., GovDelivery, Microsoft Publisher, PowerPoint, Adobe Acrobat, Canva).
The successful candidate will have knowledge of the Americans with Disability Act (ADA) and accessibility issues and will be experienced in therapeutic recreation program planning by providing technical expertise and training to staff.
Selection Criteria
Minimum:
- Bachelor’s degree in Therapeutic Recreation, Recreation, Special Education, Adapted Physical Education, or a related field;
- Two (2) years of experience managing recreation programs and activities;
- One (1) year of experience managing recreational activities for participants with disabilities; and
- Possession of National Council for Therapeutic Recreation Certification (NCTRC) at time of hire.
Substitution: Additional years of experience managing recreational activities for participants with disabilities, may be substituted for up to two years of the education requirement. A master’s degree in the specialty area may be substituted for one year of the experience requirement.
Desirables: Preference may be given to candidates with a Master’s degree in a related field and/or experience in one or more of the following:
- Leading summer camp programs for individuals with disabilities;
- Supervising the work of others;
- Working in a community recreation setting; and/or
- Medication Administration Training-Diabetes (MAT-D) certification.
Special Requirements
This selected employee will be required to:
- Complete MAT- Medication Administration Training (provided by employer) within one (1) month of employment ; and
- Must possess or obtain CPR, First Aid and AED Certifications within six (6) months of employment.
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Must possess a valid driver license, or the applicant must have the ability to use alternative methods of transportation to perform assigned duties at locations other than the primary worksite. If the applicant has a license, they must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant’s driving record.
Additional Information
Work hours: Monday – Friday, generally 8:00 a.m. to 6:00 p.m., with flexibility to work some weekends and late evenings depending on programmatic needs, events, and marketing outreach. Situational telework may be available with supervisor approval and is dependent on programming season priorities.
Employees are provided laptops for mobility and smart phones to handle any after-hours program and staffing situations.
Position is based at Lubber Run Community Center but involves travel within Arlington to other County facilities and greater metropolitan area to various activities.
The official job title is DPR Programmer II. The pay range listed are effective June 18, 2023 .

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:
Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.
Health and Dental Insurance : Three group health insurance plans are offered – a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.
Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee’s age and smoker/non-smoker status.
Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.
For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:

Benefits are the same as permanent appointments except that the employees do not achieve permanent status.
Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.
Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
