Job Summary
The Senior Counsel, Corporate and Regulatory Compliance, will provide advice, counsel, representation, and supervision of matters within the Regulatory Compliance Practice of the Corporate and Regulatory Center of Excellence. The Senior Counsel is accountable for delivering excellent legal services to advance MassDOT and the MBTA’s interests relative to regulatory compliance. The Senior Counsel provides supervision and management of outside counsel.
Duties & Responsibilities

  • Provide advice, counsel, representation, and supervision of matters within the Regulatory Compliance Practice of the Corporate and Regulatory Center of Excellence
  • Make recommendations on policy pertaining to MassDOT/MBTA compliance strategy.
  • Provide legal analysis and advice to the MBTA and MassDOT primarily in the areas of corporate and regulatory compliance.
  • Assist with developing and directing the agencies’ compliance strategy.
  • Conduct and/or oversee internal investigation.
  • Assist with the agencies’ response to external audits and investigations.
  • Remain current on state and federal laws, regulations, rules and policies applicable to the MBTA and MassDOT
  • Interpret court decisions and opinions, statutes, rules and regulations applicable to the MBTA.
  • Adhere to and provide legal advice concerning new and existing rules, regulations, and policies of the MBTA and MassDOT including on issues such as the Employment, Data Privacy, Advertising, Ethics Compliance and Conflicts of Interest
  • Supervise and direct outside counsel and internal staff working on regulatory and/or compliance-related matters.
  • Provide legal counsel and advice to business units within the MBTA and MassDOT on issues relating to regulatory compliance.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Juris doctor degree is required.
  • Membership in good standing with the Massachusetts Bar
  • Seven (7) years of experience related to state and federal laws and regulations concerning transportation and transit.
  • Ability to organize and manage legal and support personnel.
  • Excellent written and verbal communication skills.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
