Housing Program Supervisor II – Coordinated Entry & Utility Assistance Program – Everett/Snohomish Co.

Overview

Full-time (37.5 hrs. per week) position, starts at $24.57/hr. – $26.54/hr. (D.O.E/Education) with COMPETITIVE BENEFITS INCLUDING:

Incumbent is responsible for the daily supervision of staff working in Coordinated Entry and the Utility Assistance Program. Incumbent will ensure that staff are trained, following day-to-day procedures and are updated on agency policies, QI, and contractual changes on a regular basis.

Responsibilities

MAJOR DUTIES AND RESPONSIBILITIES:

Supervision:

  • Upholds and models the CCSWW Mission, Insights, Key Action Steps and Principles of Leadership.
  • Supervises and reviews the performance of staff under their supervision (4-Navigators, 1-Case Support Specialist and 1-Case Aid).
  • Holds staff members accountable for clear, consistent and thorough information about agency goals, decisions, future planning, training of staff, etc.:
    • Schedules staff and ensures appropriate coverage for client services.
    • Provides appropriate training to staff as required.
  • Meets with staff on a regular basis to ensure program and agency policies, procedures and other administrative duties are adhered to.
  • Works closely with supervisor to implement and ensure program goals and outcomes are met to support client services.
  • Works closely with supervisor and agency leadership to implement QI process.
  • Coordinates purchasing requests and maintenance requests through supervisor.
  • Attends community and program related meetings as required by supervisor.
  • Utilizes computers and software programs to input, retrieve, verify and correct information. Prepare reports and correspondence for supervisor’s review and distribution to funding sources.
  • Community relationships and networking.

Direct Services:

  • With the client, formulates objectives, identifies actions and monitors progress in locating and maintaining housing and achieving other client goals.
  • Accesses flex fund to provide vouchers to meet immediate housing needs when no other system programs or resources are available.
  • Works with the client and with the support of Navigators to prepare and implement individual services plans to identify housing options and meet social, health, emotional and economic needs to maintain housing.
  • Work closely with community organizations and team members to make appropriate referrals and to coordinate services using a wrap-around, team approach.
  • Advocates for and actively assists families and individuals in remaining in or obtaining housing.
  • Uses technology including computerized databases and hard copy files to maintain, update, and report on case data, goal attainment, and outcomes in a timely manner.
  • Efficiently and effectively collaborating with professionals in the community in order to ease transitions and overcome barriers to accessing needed services and supports.
  • Track and report client progress through service plans, narratives and in HMIS.

Assistance with Program Management:

  • Works closely with and under the direct supervision of the Director of Housing Services by providing assistance with and becoming proficient in:
    • Ensuring fiscal solvency of programs, including:
      • Assistance with developing management reports for ongoing fiscal monitoring.
      • Assistance with reviewing monthly revenue/expenditure reports and ensures that expenditures are within budgeted levels.
      • Assistance with procuring funds through contract renewal and grants.
      • Assistance with establishing and monitoring key indicators.
    • Contract Compliance & Reporting, including:
      • Assistance with ensuring program compliance with all licensing, contract requirements and outcomes.
      • Assistance with ensuring program operations and documentation complies with contracts, auditing and all other applicable standards.
      • Assistance with developing and conducting ongoing program-auditing processes to ensure that program standards are maintained throughout the service area and across programs.
      • Assistance with collecting, compiling and dispersal of all program reports as required.
  • Other work related duties as assigned.
  • HMIS – Incumbent is expected to develop proficiency in maintaining accurate client records in HMIS, the client tracking software application used by programs throughout the agency. Proficiency includes entry of data into the client record, the editing of information as needed, and the printing of reports within HMIS.

Qualifications

MINIMUM:

  • BA in social services/related field, plus 1 year supervisory experience OR 2 years supervisory, leading or coordinating direct service staff experience.
  • Direct service experience in case management or related duties.
  • Reliable Transportation, current WA State Driver’s License & proof of current automobile insurance.
  • Ability to work in a team environment as well as independently in a system under development with minimal supervision.
  • Requires the ability to establish and maintain effective working relationships with staff, Community partners and professionals.
  • Requires time management and interpersonal skills.
  • Must have necessary computer skills to accomplish duties.
  • Excellent verbal, written and strong interpersonal skills.
  • Must be highly organized and able to make independent decisions.
  • Strong facilitation and team building skills.
  • Ability to counsel others to resolve disputes and mediates conflict.
  • Demonstrated ability to complete necessary documentation and instructions, following specific guideline.
  • Ability to work both independently and as a member of a team.
