Major Duties and Responsibilities
Under direction, independently or as a lead worker (i.e., provide work direction and training) researches and analyzes complex information to resolve errors, modify data, and/or determine appropriate action with external involvement, and administers the fiscal aspect of grants: projects balances and analyzes potential overages and underspending within budget’s period of performance; analyzes grant expenditures using reports from multiple systems (e.g., Ohio Administrative Knowledge System Financials [OAKS FIN]; County Finance Information System [CFIS]; Business Intelligence [BI] Cognos); reviews expenditures to ensure costs are allowable as specified within program policy and are within the period of performance; monitors purchase order (PO) balances; collaborates with Grants Management staff and Cost Management regarding quarterly redirect table; reviews timesheets of Office of Workforce Development (OWD) staff to detect and resolve payroll discrepancies.
Monitors and oversees fleet program for OWD staff to ensure drivers follow Ohio Department of Administrative Services (DAS) and Ohio Department of Job and Family Services (ODJFS) fleet policy and procedures and that routine maintenance and repairs are completed; answers driver questions regarding repair and maintenance; informs driver when not in compliance with policies; prepares reports containing information about vehicle use and expenses; conducts checks to ensure ODJFS drivers have valid driver’s licenses as vehicles are assigned; verifies, reconciles, and files monthly reports with DAS and ODJFS Fleet Management documenting vehicle usage and expenses; prepares and submits monthly vehicle reports by examining and verifying fuel purchase receipts, maintenance receipts, and mileage to ensure monthly transactions for lease and fuel charges are correct; prepares reports and communicates with OWD leadership regarding fleet drivers and assignments; serves as liaison between DAS and ODJFS Fleet Management; examines, processes, and closes out all OWD invoices (e.g., collects and documents approvals; submits and tracks invoices; follows up with internal staff as necessary); updates and maintains annual invoice tracking spreadsheet; communicates and serves as point of contact with internal customers; researches and resolves errors; requests journal vouchers to ensure allowability and accuracy; enters requisitions for purchase orders as needed; provides backup for intrastate transfer voucher (ISTV) and electronic data interchange (EDI) processing; coordinates with internal partners in collecting and organizing materials for all audits involving OWD programs; closes out OWD Grants at end of period of performance/fiscal year; develops desk procedures for accounting and grants management processes; reviews and request policy updates; determines quarterly OhioMeansJobs (OMJ) centers resource sharing splits amounts; synthesizes performance data and Health and Human Services (HHS) grant expenditures in preparation of Youth breakdown for monthly Workforce Development Board (WDB) report.
Performs other related duties as assigned (e.g., participates in staff meetings; travels to attend meetings, conferences, and trainings; prepares and facilitates presentations for stakeholders; attends meetings on behalf of Grants Administrator or Financial Manager; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
Qualifications

Option #1
Completion of graduate core program in business administration, accounting, finance, or related field AND (6) months experience OR (6) months training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
Option #2
Completion of undergraduate core program in business administration, accounting, finance, or related field AND (18) months experience OR (18) months training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
Option #3
(42) months experience OR (42) months training in accounting and/or finance to include an advanced level of experience in spreadsheet software.
Option #4
(12) months experience as Financial Analyst, 66562.
Option #5
Equivalent of Minimum Class Qualifications for Employment noted above.
NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
