Are you well versed in Microsoft Dynamic 365, analyzing engineering and designing software systems and performing high risk, mission critical software maintenance? If so, the Washington State Department of Corrections may have your next career move! We are searching for a detail oriented and customer focused individual to join our Information Technology (IT) team as an IT System Administration – Journey! In this role, your goal will be to provide support, manages vendor relationships/contracts, and provides upgrades for several major enterprise applications used to run the Department of Corrections, Correctional Industries.

The Application Support Group provides System Administration for the agency’s mission critical vendor applications by implementing upgrades, monitoring, and testing these enterprise systems ensuring availability of DOC business operations. In addition, you will collaborate with the Microsoft Dynamics 365 system administrator, ensuring effective implementation, standardization, and troubleshooting of all matters relating to the Dynamics 365 application suite, including Great Plains (GP).

A large piece of responsibility added to your day will be for the system administration, configuration data management and the development and maintenance of business solutions, and hardware related to Microsoft Dynamics 365. Duties

As an IT System Administration – Journey, some of your duties will include:

  • Providing multi-tiered maintenance and operational and technical support of Correctional Industries Information Technology (IT) systems (applications, servers, and workstations for both staff and incarcerated individuals) which could include:
    1. Basic to complex Active Directory (AD) administration on the OSN
    2. Managing and reviewing security logs and table permissions framework
    3. Performing MS Dynamics 365 compliance center configuration, administration, and maintenance
  • Providing Coordination and Key Operational Solutions for the Microsoft Dynamics Systems across multiple agency locations including:
    1. Actively seeking to understand operational challenges and work closely with system users and IT staff to develop, test, train and support functional solutions for improvement
    2. Troubleshooting and communicating design problems with vendors on computer code issues and recommends enhancements
  • Other Duties as Assigned

Qualifications

What we need (required qualifications):

  • Bachelor’s degree in computer science or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education (CHEA), or foreign equivalent

OR

  • Four (4) years of Information Technology experience, achieved in the last five (5) years, such as consulting, analyzing, scripting, installing and/or maintaining computer software applications and workstations hardware or network infrastructure equipment**
  • Two (2) years of technical work experience administering Microsoft Windows Server v2016 or greater (preferably in a virtual environment) (This experience can be achieved concurrently with the four (4) year requirement above).
  • Two (2) years of experience in the operation and maintenance of any of the listed technologies in a Microsoft Windows network environment (e.g., network devices (router/switch), network data storage, virtual devices, client/server, .NET, Java applications and web architectures.)
    **This experienced may be gained concurrently

IT System Administration – Entry Salary: $65,988 – $88,788 Annually

In Training Qualifications:

  • Bachelor’s degree in Computer Science, Business Administration, Public Administration, or closely related field.

AND

  • Two years of professional experience in any of the following areas: analyzing systems and data, consulting and providing customer, end user or technical support for enterprise applications, system administration, server administration, documenting technical and functional requirements, software specifications and system diagrams. **This requirement can be run concurrently with the degree requirements.

OR

  • Five years of experience may be substituted for education in any of the following areas: analyzing systems and data, consulting and providing customer, end user or technical support for enterprise applications, leading customers in elicitation and management of requirements, system administration, server administration, documenting technical and functional requirements, software specifications and system diagrams.

In collaboration with the Microsoft Dynamics 365 System Administrators, this position ensures effective implementation, standardization, and troubleshooting of all matters relating to the Dynamics application suite, specifically Great Plains (GP), and Microsoft Dynamics 365 in support of the Department’s Correctional Industries (CI) mission. The position is specifically responsible for system administration, configuration data management and the development and maintenance of business solutions related to Microsoft Dynamics GP. This position also serves as a resource to other technical staff on the Microsoft Dynamics 365 application deployment and management, and the decommissioning of Microsoft Great Plains.

Incumbent’s “In-Training” position will:

Upon completion of System Administration Entry Level – System Administration Journey in-training plan advance to System Administration Journey provided the incumbent has satisfied all the training requirements, can demonstrate the required skills and competence, and have met the required qualifications in the twelve-month training time frame.

Training will consist of:

  • On-the-job training:
    1. Understanding the mission and vision of Washington State Department of Corrections and Correctional Industries. Learn about different divisions and business processes implemented in DOC.
    2. Total understanding with the Application Development, Change Management, Release Management, and System Administration methodology utilized in DOC.
    3. Learn and demonstrate the knowledge to support the Microsoft Dynamics 365 Application suite by providing multi-tiered maintenance, testing, and operational support.
    4. Learn and demonstrate system support for relative systems of Correctional Industries stakeholders.
    5. Learn and demonstrate the knowledge and ability to use Microsoft Azure Dev Ops.
    6. Acquire and demonstrate the knowledge to provide project coordination and key operational solutions for the Microsoft Dynamics 365 suite across multiple agency locations using DOC standards and release processes.
  • Classroom instruction / Computer / Video instruction:
    1. Utilizing training/webinars to gain knowledge and skills through organizations such as Lynda.com. and Microsoft. Participate in DOC funded training as available.
    2. Acquire and practice the knowledge to capture User Requirements, Business Processes and Project Management skills.
    3. Acquire and practice the knowledge to understand the functions and system attributes of Microsoft Dynamics 365.
  • Written, oral, and/or practical examination at three month intervals to evaluate progress.
    1. Demonstrate the knowledge and proficiency with Microsoft Dynamics 365.
    2. Demonstrate the knowledge to elicit and document System Requirements.
    3. Demonstrate the knowledge to capture and document business processes utilized by DOC CI staff
    4. Demonstrate the knowledge to develop and manage large tasks and projects using the DOC standard release process.
    5. Demonstrate the knowledge and ability to use Microsoft Azure Dev Ops.
    6. Demonstrate the knowledge to complete assigned Incidents, Service Requests, and Problems through the DOC Change Management Service Application.
  • Competencies acquired by the employee and methods used to determine success of the incumbent.
    1. Obtain approval and coordinate “In-Training” activities with the CIO and appropriate Human Resources personnel.
    2. Supervisor will monitor training progress every step of the way throughout the training period.
    3. Supervisor review and sign off tasks every three months to ensure that all tasks have been accomplished in accordance with the training plan outline.
  • Competencies:
    1. Assists with analyzing, engineering, designing and development of software systems.
    2. Assists with capacity planning, application performance evaluation and tuning of high risk, high impact mission critical services and applications.
    3. Possess necessary skills to communicate in both business and technical terms to technical staff, customers, and management.
    4. Performs support and maintenance of existing high risk, high impact mission critical software systems.
    5. Possesses strong problem solving skills and show good judgement.
    6. Displays a behavior that shows their acceptance of cultural differences and embracing diversity.

The competencies will be measured through observation, scheduled meetings, completed work products, completed and in-process training, customer interviews, input from other IT and ASG team members.

When the progress reviews indicate the employee has met the training requirements, the twelve-month training time frame, and the supervisor has submitted to HR of completion, the employee will automatically advance to the IT System Administration – Journey level.

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
