DEFINITION
Under general supervision, this Community Services Officer position performs a variety of community service functions related to nuisance ordinance enforcement and work restitution supervision. Occasionally, other duties may include providing general assistance at the animal shelter, assisting with traffic control, participating in public relations events and other community service oriented activities related to law enforcement functions which do not require sworn peace officer status.
This is a part-time position working a maximum of 28-32 hours per week. Part-time positions are not eligible for City benefit plans.
SUPERVISION
- Community Services Officers report to the Community Services Supervisor.
- May supervise juvenile offenders sentenced to work restitution by the Municipal Court.
EXAMPLES OF IMPORTANT & ESSENTIAL FUNCTIONS
Investigate reports or complaints of property or vehicles creating nuisances and take appropriate enforcement action.
Issue citations, warnings or notices to abate for violations of nuisance and parking ordinances.
Explain to the public ordinances regarding nuisance and parking.
Patrol city streets and roads in assigned vehicle. Identify and take enforcement action on violations of nuisance or parking ordinances.
Attend meetings and respond to related questions and complaints.
Provide public education.
Maintain detailed records of daily activities, investigations, handling of property, evidence and fee collections.
Enter and retrieve data from computer databases.
Supervise juveniles assigned to work restitution through the Municipal Court; ensure participants stay on task during work restitution assignments; refer participants back to the court if they fail to follow direction.
Identify areas appropriate for cleaning and/or maintenance by work restitution attendees.
May provide training to new Community Service Officers assigned to nuisance and work restitution duties.
Effectively manage assigned cases to ensure prompt resolution of complaints.
Perform other related job duties as assigned. These duties may include occasionally include participating in the daily maintenance of the animal shelter; supply food, water, and other care for animals; handle and move animals from indoor to outdoor kennels; clean and sanitize, on a daily basis, the indoor and outdoor kennels.
QUALIFICATIONS & REQUIREMENTS
Knowledge of:
- Basic principles of law enforcement.
- Occupational hazards and standard safety practices necessary in the area assigned.
- Basic mathematical principles.
- English usage, spelling, grammar, and punctuation.
- Modern office practices, methods, and computer equipment.
- Principles and procedures of recordkeeping and reporting.
- Safe driving principles and practices.
Skill to:
- Operate modern office equipment including computer equipment and software.
- Operate a motor vehicle safely.
Ability to:
- Read, understand and apply city ordinances, state statutes and department procedures.
- Learn and apply self-defense principles to include the use of a conductive energy weapon.

- Prioritize activities to provide consistent nuisance enforcement across the city.
MINIMUM QUALIFICATIONS
Education/Training:
- A high school diploma, or equivalent, supplemented by training in animal care and control is required.
Experience:
- One (1) year of law enforcement-related community service functions or animal control experience is desirable.
Age Requirement:
- Must be 21 years of age or older.
License/Certification:
- Possession of, or ability to obtain upon hire, an appropriate, valid passenger Commercial Driver’s License (CDL).
- Possession of, or the ability to obtain within one (1) year of employment, Conductive Energy Weapon certification.
- Possession of, or ability to obtain within one (1) year of employment, First Aid and CPR certifications.
Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 100 lbs.; exposure to heat, cold, noise, outdoors, chemicals, syringes, and needles; ability to travel to different sites and locations.
