Position Overview

Examples of Duties
The primary purpose of this position is to provide substance abuse treatment services to adults who are receiving assistance through the Work First Family Assistance Program and Food and Nutrition Services. On occasion, the employee in this position may provide substance abuse treatment services to adults receiving Child Welfare Services. Substance abuse treatment services include: screenings, intake interviews, assessments, crisis management, case management, case support, case consultation, assertive outreach; referrals to individual, group and family counseling, other referral services, and aftercare. The employee must be able to identify mental and emotional issues. The employee conducts assessments independently, seeking assistance from supervisors and peers as needed. The employee in this position must coordinate closely with other staff within the department. The employee collaborates with community, regional, and state inpatient/residential treatment programs as referral resources.

The employee will work in the areas of Work First and Food and Nutrition Services. Work First is a program that provides TANF (Temporary Assistance to Needy Families). Individuals identified in need of substance abuse services through the DAST (Drug Abuse Screening Test) and Audit (Alcohol Use Disorder Identification Test) are referred to the Substance Abuse Counselor. Behavioral indicators may also necessitate a referral to the Substance Abuse Counselor. This position performs other related duties as required or assigned.
Minimum Qualifications
Bachelor’s degree in a human service field or related curriculum and two years of substance abuse experience; or Bachelor’s degree in a human services field with substance abuse internship and one year of substance abuse experience; or graduation from a four year college or university and two years of experience as a Substance Abuse Counselor II Trainee; or graduation from a four year college or university and three years of substance abuse experience; or a Master’s degree in a human services area and one year of substance abuse counseling experience; or an equivalent combination of training and experience.

License or Certification Required by Statute or Regulations: The employee is required to meet the requirements as indicated by the North Carolina Substance Abuse Counselor Certification Board and also meet the requirements as indicated in the APSM 35-1 in order to be qualified as a Mental Health Qualified Substance Abuse Professional. The employee must have current North Carolina driver’s license with a safe driving record. The employee will attain and maintain CPR, NCI and First Aid certification.
Knowledge, Skills and Abilities
Knowledge, Skills, and Abilities – In-depth knowledge of substance abuse addiction processes, alcohol, and drug withdrawal. In-depth knowledge of psycho-pharmacy, including drug interactions. In-depth knowledge and practical application of different therapeutic approaches, group dynamic, crisis intervention, and family therapy. In-depth knowledge of Alcoholics Anonymous and other community resources. Ability to evaluate and screen clients for appropriate treatment and referral. Ability to formulate clear goad oriented treatment plans, and to record concisely required medical records documentation. Ability to develop and maintain effective clinical relationships with clients, and effective rapport with families and significant others.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Drivers License.

Law enforcement background check is required.

Duties of this position require the use of the employees personal vehicle.

This position will be required to assist in emergency and/or disaster situations.
