General Statement of Duties
This position is assigned for the purpose of serving as Personnel Technician II for the agency. The position also serves as the State System Security Officer. Types of activities and services provided include all personnel functions regarding recruitment, interviewing, maintenance of position classification and pay administration, as well as human resource functions to include employee relations, orientation, and benefits. Other activities include preparation of records and reports, maintenance of files, distribution of information to staff and the public, preparation of documents, development of agency specific personnel policies, and monitoring access to state DHHS computer system. Employee works with Director and assists in the daily administration of the personnel program. Work involves predominantly procedural activities in applying specific personnel procedures and guidelines, in gathering and compiling employee and position information, and in viewing, processing, and maintaining records in programs such as employee relations. Guidance is received when new or unusual situations occur and work is reviewed for accuracy and judgment in the application of policies and instructions. Most contacts are with agency employees, applicants, County Human Resources and NC Office of Human Resources in the gathering and transmittal of factual information. This position explains a variety of policies and procedures to new, current, and exiting employees, and advises employees on routine personnel matters. This position is responsible for the maintenance of employee personnel files which include materials involved in orientation and completion of various forms and documentation of employee status provided by the respective supervisors. This position will also be responsible for position classification and pay administration files.
Duties and Responsibilities/Knowledge, Skills, Abilities
Ability to interpret and apply standard personnel policies, procedures, and regulations to a variety of personnel transactions; to gather, compile, and evaluate positions and employee information; to exercise judgment in evaluating situations and making recommendations concerning employees and positions, transactions, and problems; to establish and maintain effective working relationships with employees, administrative officials, and the general public; to express oneself clearly and concisely in oral and written form; to work independently and to make recommendations; and to organize and supervise the work of other technician and clerical employees.
Desirable Education and Experience
Graduation from a high school and five years of progressively responsible and administrative work including at least two years of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or graduation from-year college or university and one year experience in administering a personnel program for a work unit or in a personnel office, preferably related to the area assigned to the position; or an equivalent combination of training and experience. This position serves in a multi-functional role of the Personnel Technician, Supervisor of the Administrative Services Unit, and Administrative Assistant to the Director. The position operates independently within the administrative division of the department and is supervised by the agency director. The position has three primary functions within the administrative division.
