Description

Under limited supervision, the Project Manager provides project management support for a variety of projects and programs. This position is responsible for the administration, enforcement, and compliance with local ordinances, federal and state rules and laws regulating areas of environmental regulation; managing project costs, managing contracted consultants; coordinating with staff associated with project implementation; and planning and setting objectives and goals that support overall City business results.

Examples of Duties

Monitors/controls construction and department projects through administrative direction on-site to ensure quality project is built on schedule and within budget; sets up and monitors pre-construction activities; assists with inspections and oversees compliance with state and other regulations.

Creates, oversees, and manages the master progress schedule to meet all time objectives; uses project management principles in planning and closing projects

Monitors quality and progress of project staff, architects, engineers, general contractors, subcontractors and other professionals to ensure scope, budget, schedule and quality is met.

Organizes and creates documents for public bids and Request for Proposals (RFPs); assists in establishing initial budgets, review of estimates, and solicitation of bids to meet budget requirements and maintain cost effectiveness.

Reviews and approves contracts; prepares budget and financial reporting to manage financial aspects of contracts.

Performs engineering related calculations; recommends design criteria; resolves infrastructure conflicts; resolves plan design issues with geometric layouts; implements solutions to mitigate schedule delays and budget over runs; assists with legal liability issues and contractual disputes.

Experience and Training

Four (4) years of related experience. Associate degree or higher may substitute for 2 years of required work experience.

Certificates and Licenses Required

Texas Class C driver license or the ability to obtain prior to employment
