The City of Soldotna is recruiting for a regular full-time Assistant Parks & Rec Director

Under the general direction of the Parks and Recreation Director, this position assists the Director in carrying out the goals and objectives of the Department of Parks and Recreation. This position is responsible for planning, organizing, and coordinating a comprehensive community recreation program for all ages and ability levels, including outdoor recreation, special events, leisure classes, skills clinics, camps, and other seasonal and social programming based on community needs and interests. This position assists with the supervision and coordination of full-time and seasonal staff, manages public relations & community education programs, provides customer service, and responds to public inquiries.

Detailed Work Activities

  • Develop, plan, organize, evaluate, and execute recreation programming for all ages, large-scale community events, and other activities that meet community needs and interests.
  • Manage all aspects of facility rentals including event contracts, scheduling, act as a liaison between the City and event promoters, maintains records and ensure all applicable laws, regulations and codes are followed.
  • Assist in the development and monitoring of the Department operating budget and daily fiscal operations in accordance with City policies and procedures.
  • Assist with supervising, hiring, scheduling and training full-time and seasonal Parks and Recreation employees. Establish and maintain a working environment conducive to positive morale, quality services, and innovation.
  • Assist with the development of long and short-term strategic goals pertaining to planning, development, design and operational processes of City recreational programs and facilities.
  • Serve as the acting Parks & Recreation Director in the Director’s absence; make decisions and provide information as necessary in the Director’s absence.
  • Perform other related duties as required or assigned.

Desired Knowledge, Skills and Abilities

  • Knowledge of municipal parks and recreation management including facility operations, recreation programming, large event planning, marketing, event contracting, and customer service.
  • Knowledge of Parks and Recreation Department work and operations in regard to maintenance of park lands, facilities, and community infrastructure.
  • Knowledge of City legislative processes, fiscal and budget management processes, and applicable administrative policies and procedures. Experience with accounts payable systems, cash management, purchase requisitions and other financial procedures.
  • Excellent interpersonal skills for establishing and maintaining effective working relationships with staff, other departments, community partners, elected officials, the media, and the public.
  • Effective team-building and leadership skills with experience supervising employees.
  • Skilled in problem analysis and decision making, adaptability/flexibility, and stress tolerance in a highly visible public environment.
  • Excellent organizational and time management skills.
  • Strong written, verbal, and interpersonal communication skills. Proficiency with Microsoft suite of products, event management software, marketing software, and social media platforms.
  • Ability to conduct self at all times in an ethical, professional and respectful manner.
  • Ability to work independently under general guidance, self-motivated and to work irregular hours as needed.
  • Ability to maintain consistent and punctual attendance.

Qualifications
Bachelor’s degree in parks and recreation, program management or a related field and two (2) years of related professional experience, or five (5) years of progressively responsible experience in parks and recreation or related field, with at least one year of supervisory experience.

Any combination of relevant education and experience which clearly demonstrates the knowledge, skill, and ability to perform the essential functions of the job will be considered.

Must have and maintain a valid Alaska driver’s license. Must have and maintain a good driving record.

WORKING ENVIRONMENT: The work environment is typically in an indoor office setting and in public meeting rooms, adequately heated, lighted, and ventilated, although the employee must sometimes perform work outdoors and in unsanitary or hazardous conditions. Work duties will also require travel to other locations. Duties are occasionally performed outdoors in a varied working environment, typically during the day but occasionally in darkness, and sometimes in inclement weather and extreme temperatures. The employee is required to drive a vehicle and may be exposed to significant levels of noise as well as work in a facility where the use of chemicals is common. Safety equipment will be provided to protect the employee and must be used in accordance with best practices, federal and state laws, and City/Department policies and operating procedures. May be required to work extended hours including evenings and weekends.

PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear, use hands, fingers, handle, feel or operate objects. The employee is occasionally required to reach with hands and arms, climb, balance, stoop, kneel, crouch or crawl. Employee must communicate clearly and effectively both orally, in person as well as on a telephone, and in writing. Specific vision requirements include close, distance and peripheral vision, the ability to adjust focus, and the ability to judge distances and spatial relationships. The employee must occasionally lift and/or move up to 50 pounds and is frequently required to drive to other locations.

Step Increases

  • Regular employees serve a six month probationary period (police officers serve one year). After completing six month probationary period (or six months service for police officers) with a favorable evaluation, regular employees will be eligible for a step increase. Step increases are given annually thereafter based on a favorable evaluation.
