The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner! The Commission’s Prince George’s County Department of Parks and Recreation seeks a dedicated individual in the Land Planning and Environmental Stewardship Division. This position serves as a member of an interdisciplinary planning team. This position is responsible for collaborating with park staff, architects, and engineers with the planning and management of the shared-use path network, including the planning of new trail and park facilities, along with the management of existing trail network, related structures and other park infrastructure.
The successful candidate for the Trails Planner III will have extensive knowledge in several of the following fields: paved trail planning and development, active transportation planning or design, strategic or land use planning, and GIS mapping. The candidate should also have the skills to lead the research, development, and communication of a trails management initiatives for the Department of Parks and Recreation. This individual will assist with the planning, development, and management of the Primary and Secondary Trail Network, as well as paved in-park fitness loops and natural surface trails.
Examples of Important Duties
- Work towards the implementation of the DPR Strategic Trails Plan, Countywide Master-plan of Transportation with the Planning Department, Department of Public Works and Transportation, Maryland State Highway Administration, and the National Park Service.
- Leads park/trail planning projects, including feasibility studies, shared-use path and linear park design, land acquisition and trail construction.
- Analyzes current trail plans and our current trail system to identify and prioritize projects that contribute to the development of a world class trail system.
- Tells the story of our trails network through writing, mapping, graphic design, wayfinding and sign planning, project updating, trails messaging (e.g., etiquette campaigns), and other communications efforts.
- Takes a project management role in selecting planning projects or project elements as assigned.
- Develops annual project spending allocations for trails and trail improvement projects and maintains budgets.
- Collaborates with multi-disciplinary professional staff in team environments to support development plan review and analysis of a) public and other projects that impact park trails and parklands, b) provide new or rehabilitated trail segments on parkland, or c) provides active transportation infrastructure connecting to parkland.
- Reviews and analyzes master plans and sector plans for park trails and active transportation elements.
- Coordinates with divisions internally to support the maintenance, programming and marketing of trail facilities.
- Works with other staff to keep the GIS trail network data updated and current.
Preferred Knowledge, Skills, and Abilities:
- Ability to work in a team environment on a wide range of projects involving both public and private interests.
- Excellent written and oral skills; research skills; interpersonal and time management skills; familiarity with the planning process at the local level.
- Experience developing new programs and implementing creative solutions.
- Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to stakeholders including community members, user groups, elected and appointed boards, government entities and various committees.
- Ability to understand and handle high-profile, sensitive, or controversial political situations.
- Ability to work outside, conduct field work and collaborate with maintenance, natural resource and park program staff.
- GIS mapping skills.
Minimum Qualifications
- Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
- Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
- An equivalent combination of education and experience may be substituted, which together total eight (8) years.
- Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Working Conditions:
Primarily works in an office setting with occasional outside exposure. Work involves frequent positioning of self to acquire maps, drawings, plans, remaining in a stationary position, moving about inside the office, communicating with the public, officials and employees. Work may require some physical requirements. Driving to attend various meetings and conduct site inspections. May be subject to various job demands such as high volume of work and tight deadlines.

Eligibility
