OC San is currently looking to fill the role of an Engineering Manager (Design).

This position will function as an important member of OC San’s management team and will provide leadership, vision, and guidance to staff in accordance with OC San’s Mission, Vision, and Core Values.

The successful candidate will oversee OC San’s Design Division, which is responsible for oversight and execution of design work for the Engineering Department’s Capital Improvement program. The Design Division is also responsible for commissioning oversight and the design, programming, and maintenance of the control systems for collections and treatment plant processes.

Under administrative direction, the Engineering Manager will:

  • Direct, manage, supervise, and coordinate the activities and operations of the Design Division;
  • Determine engineering and technical objectives;
  • Ensure regulatory compliance;
  • Coordinate assigned activities with other units, groups, and outside agencies;
  • Provide highly responsible and complex administrative support to the Director of Engineering;
  • Serve as a knowledgeable resource;
  • Facilitate consensus building and decision making;
  • Take responsibility for ensuring project quality and customer satisfaction;
  • Maintain engineering design and design execution standards and guidelines;
  • Promote and maintain a safety culture and ensure a safe work environment for consultants, contractors and staff; and
  • Provide technical expertise and guidance, while ensuring design quality, as necessary.

The Engineering Manager is also responsible for:

  • Establishing and ensuring consistency with Engineering and OC San policies, procedures, and guidelines;
  • Participating in recruitment processes and assessment/ development of staff;
  • Providing support, training, and coaching for staff;
  • Optimizing organizational structure by monitoring effectiveness of work and performance metrics, and recommends appropriate service and staffing levels;
  • Overseeing the development and administration of the Division’s budget;
  • Preparing and delivering presentations to the Board of Directors and external stakeholders;
  • Working closely and collaboratively with the OC San Manager Team;
  • Managing the oversight of technical items, which includes negotiating and resolving sensitive and controversial issues; and
  • Continuous improvement of the Division and in project delivery methods.

The position requires strategic thinking, planning, staff motivation, and day-to-day management responsibilities; and is instrumental in developing and managing objectives and standards for planning, design, and construction for the Engineering Department Capital Improvement Program.

The successful candidate should have a thorough understanding of the principles and practices of the engineering profession, and how they apply to the design and construction of wastewater collection and treatment projects. The successful candidate should also have an understanding of the principles and practices of management, supervision, and performance evaluation; and possess excellent verbal and written communication skills.
Qualifications & Requirements
The successful candidate will possess:

  • Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in engineering, construction management, or a related field.
  • Eight (8) years of increasingly responsible work experience in engineering, including two (2) years of progressively more responsible experience as project or technical lead or supervisory experience.
  • Valid California Class C Driver’s License.
  • Valid registration as a professional engineer (P.E.) in the State of California.

Desired:
A Master’s degree is highly desirable.

BENEFITS & COMPENSATION
The annual salary range for this position is $182,707.20 – $201,884.80 . Placement within this range will be dependent upon the qualifications of the successful candidate and OC San policies.

Benefits include: holiday pay, medical, dental, vision and life insurance; long-term and short-term disability insurance; and employee assistance program. Additionally, the benefit package shall include deferred compensation options and disability insurance benefits.

All employees contribute to the Orange County Employees Retirement System (OCERS). Contributions are based on an OCERS actuarially determined rate structure and age at time of employment; contributions are deducted on a pre-tax basis. The retirement benefit formula is 2.5% at age 67; however, employees with reciprocity may be eligible for the 2.43% at age 65 retirement formula (also known as “1.667% @ 57.5”).

Physical Demands
Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various OC San sites, projects, and/or meetings; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 35 pounds. Mobility to work in changing site conditions; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders. Vision to read printed materials and a computer screen. Vision to inspect site conditions and work in progress. Hearing and speech to communicate in person and over the telephone. Finger dexterity to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Field work requiring frequent walking in operational areas to identify problems or hazards with exposure to hazardous materials in some site locations.

Environmental Elements
Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. May work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, and vibration. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

All OC San employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the OC San requires the affirmation of a loyalty oath to this effect.
