Brief Description
Job Summary
Under general direction and in compliance with standard operating procedures and policies, manages communication projects from concept to completion ensuring project contributors adhere to deadlines and meet customer goals. Engages internal and external audiences through established channels and identifies emerging opportunities for communication and collaboration. Assists in designing and implementing the city of Greenville’s digital communication strategy to ensure integrated strategies across mediums. Provides strategic guidance for and contributes to content creation across various social media platforms and websites. Utilizes web analytic reports of digital media performance to ensure effective strategies and realign efforts as necessary. Designs and implements texting and employee communication tools to align with business goals.
Job Duties
Essential Functions

- Serve as Project Manager for Communications Projects: Serve as the primary point of contact throughout projects involving multiple communications team members to ensure integrated strategies and appropriate resource allocation. Coordinate project kickoff meetings and regular check-ins to meet with internal city department “clients” to understand their goals and requirements. Create short- and long-term project plans, maintain detailed schedules, oversee logistics, and update stakeholders on progress. Set key milestones coordinating with project team members at all stages and ensure each project stage adheres to deadlines. Communicate with internal customers to seek feedback and approvals at necessary project stages. Direct and oversee creative consultants.

- Edit Website Content: As assigned, edit both internal and external websites, to include updating content, fixing functionality issues, and coding site navigation. Assist in ensuring web presence is fully aligned with the city’s mission and vision, as well as, integrated with publicity efforts. Ensure web content and pages are ADA accessible. Provide technical support to staff content contributors as needed in a timely manner.

- Supervise Content Creators: Supervise assigned personnel, including setting performance expectations and standards; prioritizing and assigning work; allocating staff; writing and conducting performance evaluations; ensuring staff training; coaching, mentoring, and counseling employees; ensuring staff compliance with departmental and City policies and procedures; and maintaining safe work environment. In coordination with Manager and Human Resources, review and update job descriptions; participate in the hiring and selection of staff for open positions; and ensure the timely documentation and disciplining of employees consistent with Human Resources policies.

- Provide Digital Media Strategic Guidance: Assist with developing content and schedules for city social media channels. Create analytic reports of digital media performance to ensure effective strategies realigning efforts and resources as necessary. Ensure effective search engine optimization (SEO) to reach audiences. Stay abreast of web and social media trends, explore new platforms, and seek opportunities for improvement and expansion.

Qualifications
Job Requirements
- Bachelor’s degree in marketing, communications, journalism, public relations, graphic design, media studies or a related field.
- Over four years of professional experience in developing integrated digital media communications strategies and content for websites.
Preferred Qualifications
- Documented experience in web design, photography, social media and video production.
- Prior supervisory experience.
Driver’s License Requirements
- Valid South Carolina Class D Driver’s License.
Performance RequirementsKnowledge of:
- Content Management Systems (CMS) for web platforms.
- HTML5, CSS and related front-end web coding.
- Social media platforms (e.g. Facebook, Twitter, Instagram, etc.) and proficiency in managing content.
- Best practices in public engagement through digital mediums.
- Search engine optimization, web trends, and web analytic tools.
- General photography and videography production and editing methods.
Ability to:
- Stay abreast of trends in digital media.
- Establish and maintain effective working relationships with City departments, general public, and key stakeholders.
- Apply principles of written communication, graphical layout, and multimedia techniques appropriate to social media communication, ensuring that work products are clear, usable and effectively convey the intended messages and information.

- Utilize specialized software and systems to include web Content Management Systems, Adobe Suite (InDesign, Photoshop, Illustrator), and web-based analytics (e.g. Google analytics).
