The Position:
DREAM is hiring a Program Manager to lead its Dispositions Team. The Dispositions Team is responsible for processing sales of City-owned properties and implementation of the Surplus Land Act.

The Dispositions Program Manager is a management-level position. Under direction from the Assistant Deputy Director, the Dispositions Program Manager is responsible for overseeing the department’s Dispositions Team and all the functions related to the sale of surplus property for the City of San Diego. The Program Manager will be responsible for negotiating complex real estate transactions, supervising and developing staff, and planning and directing difficult, highly complex purchase and sale agreements requiring advanced professional knowledge and skills. The Program Manager will manage and be responsible for providing leadership, and direction, and developing policies and procedures for all city-owned real estate sales. Requires competencies in conducting land rights research, understanding legal descriptions, land plats, and real estate due diligence. Will investigate, review and analyze property rights, resolve land issues, and prepare various real estate agreements including purchase and sale agreements, deeds, leases, licenses, permits, and other documents agreements. Manage and monitor the escrow process.

Minimum Qualifications:

  • Bachelor’s Degree in business administration, real estate, business management or a related field, and
  • Five (5) years of progressively responsible experience involving all major phases of the disposition of real estate. Any combination of education and experience that demonstrates these qualifications may be qualifying.
