Are you interested in an exciting and challenging opportunity to manage design and construction for transit capital projects that support 238,000 residents across a 26 square mile urban community, located directly across the Potomac River from Washington D.C.?

The Facilities Design and Construction Bureau is hiring a motivated Facilities Project Specialist with complex project management experience to manage capital improvements such as bus operations and maintenance facilities, transit stations, and WMATA Metrorail elevator and tunnel entrances.

Specific duties include:

  • Managing design, new construction, and renovation of County and WMATA transit facilities from conceptual design through project turnover and warranty periods;
  • Developing project management plans and documents including capital budget estimates, schedules, and scopes of work;
  • Preparing solicitations (RFP’s and RFQ’s) for design and professional services, including reviewing vendor submissions, conducting vendor interviews, and providing written recommendations for award;
  • Leading the construction contractor selection process by preparing Invitation to Bid (ITB), which includes evaluating bids received, conducting post-bid scope reviews, and making formal recommendations for contract award;
  • Procuring surveys, QA/QC services, and commissioning services provided by consultants, contractors, or County staff;
  • Leading the permitting and approval process and coordinating with other departments, agencies, and community groups;
  • Providing construction management to ensure completion on schedule and within budget, requesting corrective actions, and performing regular site inspections;
  • Recommending specifications changes, identifying changes early, ensuring legitimacy of change, processing change orders, and project documentation record keeping;
  • Processing grants compliant documentation for regional, state, and federal agencies, managing project budget and allocation of funds, and reviewing contractor progress payment requests and change orders for adequacy;
  • Conducting final inspections, overseeing commissioning, providing equipment startup and training, reviewing close out documentation, and providing follow-up actions as required during the warranty period; and
  • Providing project status reporting and making presentations to elected officials, executive management, and community groups.

Selection Criteria

Minimum:

  • Bachelor’s degree in Engineering, Architecture, Construction Project Management, or a related field; and;
  • Significant experience in project management and administration as facilities engineer or construction project manager, including managing design and construction of new, or renovation of transportation related projects.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Managing the work of designers, construction managers, and contractors;
  • Managing design and construction of WMATA facilities;
  • Using project management and scheduling technologies at a proficient level;
  • Working with Local, State, and/or Federal Transit Agencies such as FTA, DRPT, WMATA, and others; and
  • Construction claims and dispute resolution.

Possession of one or more of the following preferred Certifications/Licenses:

  • Professional Engineer (PE) license in Virginia or state with reciprocity;
  • Registered as an Architect in Virginia or a state with reciprocity;
  • Project Management Professional (PMP); and
  • Certified Construction Manager (CCM).

Special Requirements

The applicant must possess, or obtain by the time of appointment, a valid Driver License, or the ability to use alternative methods of transportation to perform duties at other locations. If the applicant possesses license, they must authorize Arlington County to obtain, or the applicant must provide a copy of official driving record.

Additional Information

Work Hours: Monday – Friday, between 8:00am to 5:00pm, with a flexible work schedule and teleworking. Occasional evening or weekend work may be required.

The pay range listed above is effective June 18, 2023.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance: Three group health insurance plans are offered – a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee’s age and smoker/non-smoker status.

Retirement: The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
