The Work You Will Do:

This posting is for a temporary entry-level OPS Environmental Specialist I position located at the Department of Environmental Protection’s Central District Office, in Orlando. The position performs scientific assignments with supervision. The position could be in either the Compliance Assurance Program, Permitting or Waste Cleanup Program. It requires the planning and conducting of site inspections and record reviews necessary for permitting and compliance evaluations. This position requires timely and accurate production of documentation from file reviews, inspections, incident responses and or field work as applicable. The position requires a timely and accurate production of documentation, data, and staff interactions into designated databases. Participation in the drafting of permitting and or compliance / enforcement documents as well as attending meetings may also be required. Additionally, this position may respond to, investigate, and take necessary steps to resolve complaints and phone communications. Finally, this position may be required to review reports and notices for regulated facilities, provide comment, and make phone calls to customers.

This is a professional OPS position (working up to, but not exceeding, 40 hours a week) in the Compliance Assurance Program, Permitting or Waste Cleanup Program, located in Orlando. As an integral team member, you must be an effective communicator, work well under pressure, manage multiple tasks, be detail oriented, work well as a member of a dynamic team, possess critical thinking skills, provide exceptional customer service, take constructive criticism, and work in a Windows-based computer environment.

The position requires skills in applying knowledge and instruction to accomplish permitting and compliance functions related to regulated facilities, wetlands and surface waters, or site remediation/site closures as well as extensive interaction with the regulated community, including consulting/engineering firms, business owners/operators, and homeowners.

Pay:

$18.00 per hour, up to, but not exceeding, 40 hours a week

Your Specific Responsibilities:

  • Conduct Submerged Lands and Environmental Resources Program (SLERP) and Division of Waste Management (DWM) permitting and other administrative tasks within the programs (i.e. OCULUS loading, incoming email maintenance, and QA/QC of permits).
  • Various Customer Service duties including but not limited to responding to SLERP and DWM call log inquires, as well as assist with site visits.
  • Assist with waste enforcement coordination, tank report reviews, groundwater and waste data entry.
  • Conducts field inspections of regulated sites and facilities.
  • Reviews documents in the minimum time necessary to provide an accurate and thorough review.
  • Encourages, prepares for and takes part in meetings associated with their assignments.
  • Writes technically accurate, high quality, understandable, and enforceable permits, inspection reports, and/or official documents based on review of submittals.
  • Coordinate with all programs and support staff, as needed, when reviewing submittals.
  • Participate in site visits/inspections and attend meetings when necessary.
  • Provides technical assistance to applicants and their consultants regarding department rules, guidelines and regulations.
  • Be a self-advocate for training and partner with appropriate district staff to learn about assigned program area(s).
  • Participates and assists with internal training events/activities to gain the essential skills needed to perform assigned duties. This includes participating in safety events, job shadowing, on the job training, and team building initiatives as directed by management.
  • Updates appropriate databases in a timely manner.
  • Updates management of project status and workload.
  • Supports, participates and/or assists in outreach, continuous improvement and cost reduction activities.
  • Perform other duties as needed.

Required Knowledge, Skills, and Abilities:

  • Ability to evaluate, analyze and interpret scientific or technical data in the field of environmental sciences and/or engineering.
  • Ability to deal with the public in a courteous and respectful manner.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to determine work priorities and ensure completion of work assignments.
  • Ability to prepare technical reports.
  • Ability to effectively communicate verbally in person, over the phone, and in writing.
  • Ability to understand and apply appropriate regulations, policies and procedures relating to environmental programs.
  • Ability to physically conduct field inspections/investigations.
  • Ability to use personal computers including the functional use of MS Office software (Word, Excel, PowerPoint, OneNote) and the ability to learn DEP proprietary software.
  • Ability to work independently.
  • Ability to apply critical thinking when making decisions.
  • Ability to track and coordinate multiple projects.
  • Ability to be adaptable, flexible, resourceful and to maintain a positive outlook.
  • Ability to drive and travel, including some overnight.
  • Ability to maintain a valid Class E Florida driver’s license and travel.

Minimum Qualifications:

  • Valid Driver’s License
  • An Associate’s degree or higher.
