Position Description
This position supports the National Association of County and City Health Officials (NACCHO) Implementing Overdose Prevention Strategies at the local level. The responsibilities include analyzing and designing research studies and implementing ways of measuring efficiency and effectiveness of administrative and operational problems, programs or policies in order to translate results into better solutions that will help increase Nashville’s capacity to respond effectively to the overdose epidemic and decrease overdose fatalities.
Typical Duties
- Perform professional duties involving collecting, organizing, processing, and analyzing qualitative and quantitative data.
- Develop and implement ways of measuring efficiency and effectiveness of administrative and operational programs and/or policies.
- Devise surveys and focus group questions.
- Host and participate in leading focus groups.
- Produce population/community focused reports for stakeholders.
- Analyze administrative and/or operational problems, programs, or policies.
- Identify data to be collected and determine data collection methods.
- Collect and analyze data using various data analysis systems (i.e., SPSS, SAS, Excel, STATA, etc).
- Use data to identify problems, solutions, and make recommendations to appropriate stakeholders.
- Determine appropriate presentation methods to disseminate data.
- Write reports detailing methods, conclusions, and recommendations.
- Present findings and recommendations to internal and external stakeholders.
- May assist management with the implementation of adopted recommendations.
- Perform related administrative duties.
- Maintain confidential records and files.
- Participate in continuing education trainings, webinars, conference calls and other professional development opportunities offered to maintain expertise.
- Keep current on substance use disorder developments and trends.
Minimum Qualifications
Bachelor’s degree from an accredited college or university and two (2) years’ experience in operations research and analysis techniques. OR Master’s degree in Business or Public Administration, Public Health, Health, Education, Psychology, or a related field of study from an accredited college or university.

Preferred Experience, Knowledge, Skills, and Abilities
- 3 Years’ experience operations research, analysis techniques and program evaluation.
- Master’s degree in Business or Public Administration, Public Health, Health, Education, Psychology, or a related field.
- Working knowledge of the various types of analyses used in operational studies and the appropriate circumstances in which to use them
- Skill in working with the public to obtain data.
- Skill in collecting information from various types of research materials.
- Ability to analyze administrative problems and recommend improvements.
- Ability to interpret statistical data.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships.
