Job Summary

Minimum Salary Ranges start at $47,437 (Specialist I); $54,901 (Specialist II); $63,503 (Senior Specialist) – Depending on qualifications (DOQ)

Under general supervision, performs a variety of responsible analytical, technical, and professional activities in support of San Joaquin Regional Transit District (RTD) human resources training and workforce development programs District-wide. This includes working with various subject matter experts in designing and conducting regular training for various training, development, and retention strategies; and performs other Human Resources duties as required and assigned.

Under general supervision, the incumbent independently performs the full range of essential duties described for this class. An incumbent in this class performs their responsibilities with a significant degree of independence and application of professional experience and judgment and expertise in developing and tailoring programs to meet unique organizational requirements. An incumbent is expected to exercise initiative and judgment in carrying highly detailed issues through to completion.

This position plans and develops training programs, professional development programs, and mentorship/coaching programs. Reviews current employee development programs to ensure alignment with agency goals and objectives. Assesses District-wide developmental needs to drive training initiatives and identifies suitable training solutions for employees. Actively researches, recommends, and implements effective methods to educate, enhance, and recognize performance.

Successful candidates may be hired at either the Specialist I, Specialist II or Senior Specialist level depending on experience/qualifications.

Essential Duties and Responsibilities

The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties, and skills required of personnel so classified.

  1. Develops and coordinates implementation of annual and multi-year training programs; ensures such programs are administered in accordance with appropriate laws, industry regulations, safety, and division performance metrics.
  2. Participates in the design, planning, and administration of training and development strategies and programs, applying principles of learning and proven methods for effective delivery of training for differing skills and competencies.
  3. Evaluates and determines training and development needs through consultation with executives, managers, and employees; evaluates the effectiveness of current or potential training and development programs; develops and recommends goals and plans of action to meet identified needs.
  4. Establish regular progress and status meetings with department managers to ensure satisfaction with training services.
  5. Compiles and analyzes training cost data; prepares and recommends budget requests consistent with agreed-upon training priorities.
  6. Coordinates the delivery of training programs with internal and external stakeholders.
  7. Establishes training evaluation and feedback criteria and processes; facilitate and or conduct trainings; coordinates enrollment in RTD-sponsored training programs.
  8. Promote the incorporation of Diversity, Equity, and Inclusion practices in our work culture and agency leadership through training initiatives.
  9. Receive and review information regarding employees’ progress through the probationary period to assist in developing strategies to ensure successful completion of program; make appropriate training recommendations.
  10. Meet with employees to discuss career trajectories and strategies for meeting career goals.
  11. Develop and cultivate a training culture that reflects the value of safety, ethics, sharing of expertise, customer service, continuous improvement, encouragement of professional development, cultural awareness; recommends policy and training improvements.
  12. Set performance goals and objectives for training staff, facilitate development of strategies to meet or exceed performance objectives, monitor results, and recognize employee and organizational accomplishments. Track and report regularly on the department’s results and effectiveness.
  13. Ensure internal and external trainers’ skills are appropriately evaluated regularly for effectiveness of training programs, providing recommendations for improvement.
  14. Develop, manage, and monitor an employee training database system for monitoring employees’ compliance with training and certification requirements.
  15. Develop and maintain organizational communications to ensure employees have knowledge of training and development events and resources.
  16. Prepares a variety of reports, correspondence, and records; present information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings.
  17. Interprets and explains policies, procedures, and regulations to RTD management, staff, and the public; participates in the development of policies and procedures.
  18. Assists with RTD’s tuition reimbursement program.
  19. Represents RTD at meetings and with local partners.
  20. Performs other related duties as assigned.
  21. Performs other incidental and related duties as required and assigned.

Qualifications

Knowledge of:

  1. Theory, principles, practices, and techniques of employee training and development.
  2. Methods and techniques of evaluating training programs and making recommendations on new programs to be offered.
  3. Methods and techniques of tracking, recording, analyzing, and presenting data.
  4. Excellent organizational and presentation skills.
  5. Principles and practices of sound business communication; English usage, spelling, grammar, punctuation, and sentence structure.
  6. Microsoft Office Suite, including Word, Excel, Access, and PowerPoint.
  7. Policies and procedures of the assigned department.

Ability to:

  1. Assess training and development needs and design cost effective programs and approaches to meet needs and deliver effective training programs.
  2. Coordinate employee development and training programs; identify multiple trainers and training providers based on RTD’s needs.
  3. Evaluate the effectiveness of training programs and provide recommendations for improvement.
  4. Organize, set priorities, and exercise sound independent judgment and initiative within established guidelines.
  5. Stay abreast of new developments in the fields of training and development.
  6. Interpret RTD personnel policies and procedures and applicable local, state, and federal legislation.
  7. Operate a computer using word processing and other business software.
  8. Communicate clearly and effectively, orally and in writing.
  9. Prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials.
  10. Exercise sound, expert independent judgment within general policy guidelines.
  11. Exercise tact, discretion, and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations.
  12. Establish and maintain effective customer-focused working relationships with all levels of RTD management, employees, employee organizations and their representatives, other governmental officials, community groups, and the public.

Education, Training and Experience:

Specialist I:

Graduation from an accredited two-year or four-year college or university with major coursework in public or business administration, human resources, psychology, or a closely related field; and training and development experience; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.

Specialist II:

Graduation from an accredited four-year college or university with major coursework in public or business administration, human resources, psychology, or a closely related field; and three to five years of progressively responsible training and development experience where duties consisted of developing, monitoring, and training employees; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.

Senior Specialist:

Graduation from an accredited four-year college or university with major coursework in public or business administration, human resources, psychology, or a closely related field; and five to seven years of progressively responsible training and development experience where duties consisted of developing, monitoring, and training employees; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.

Licenses; Certificates; Special Requirements:

A valid California Class C driver’s license.

Experience in a public transit agency or governmental setting is preferred.
