Position Description

The Seattle Department of Construction and Inspections (SDCI) is seeking an experienced Accounting Technician III in the Finance and Accounting Unit to provide Accounts Receivable Support. This position combines day-to-day accounting duties in processing unapplied payments with the system, collections on receivable, AR Aging, customer outstanding balance reconciliation, and other essential functions in a friendly environment. Job Responsibilities
This position is the lead for the accounts receivable unit and the department relies on this position for solving special problems, making reliable decisions, independently researching and analyzing facts.

In this position you will:
• Serve as the lead over two A/R Billing Accounting Tech II to coordinate assignments, resolve problems, monitor work, provide instruction on tasks, and ensure proper work methods.
• Perform more complex duties associated with customer account adjustments and billing.
• Coordinate, prepare, and review reports, transactions statements, or other documents.
• Research and resolve difficult billing inquiries and account information requested by the department, external and internal customers.
• Assist in the implementation and documentation of new procedures and methods.
• Handle interdepartmental billing (Accela Permit Bills & JE Interfund Bills) and interact with other city departments.
• Perform the daily pre-balancing credit card transactions between Kubra and Accela.
• This position serves as a backup for ARBI (Account Receivable billing) operation as needed.
• This position serves as a backup for cashiering operation as needed.
• Perform other related duties of a comparable level/type as assigned.

• Help solve accounting-related issues as they arise.
• Provide strong and effective customer service to internal and external customers.
• Communicate effectively verbally and in writing.

You will feel prepared to take on this role if you have:
• Experience using the City’s financial system, Peoplesoft, or comparable financial system(s).
• Proficiency in MS Excel, and Word.
• Knowledge of the government accounting policies, procedures, and best practices.
• Ability to be multi-tasked and prioritize work to meet deadlines.
• Experience producing accurate, quality work products for yourself and others.
Qualifications
Requires three years of previous accounting and/or bookkeeping experience or one-year work experience as an Accounting Technician II (or a combination of education/experience/training which provides, and equivalent background required to perform the work of the class).

Successful candidates will have the following knowledge, skills and abilities:
• Two years accounting or bookkeeping experience in complex financial system and side systems
• Knowledge of basic accounting principles and history of accuracy with accounting related tasks
• Good customer service and written communication skills; ability to work willingly and courteously with a diverse customer population over the phone and in person
• Ability to work under pressure and change priorities in a fast-paced environment, work with minimal supervision, work independently and effectively with SDCI staff from all areas of the department
• Accela Permitting experience (or similar system/processes)
• PeopleSoft 9.2 experience (or similar enterprise financial management systems)
• Strong skills in standard software applications including MS Word, and Excel.
• Experience using software tools like Adobe Sign, Adobe Reader, MS Snipping Tool, Hyper Snap
• Familiar with City Financial Management Policy
• Ten-key by touch
