The Opportunity
WSDOT is currently seeking to fill Permanent Highway Maintenance Worker 2 positions in our South Central, Area 2 Yakima, WA vicinity. There are four (4) Section Shops looking to fill vacancies at East Selah, Toppenish, Rimrock, (near Naches), and White Pass. The selected candidates will be required to perform highway and roadside maintenance work. These positions will be responsible for their own personal safety and safety of other crew members, while performing maintenance work. Working in the maintenance areas requires responsible, safety-minded individuals to perform a variety of skilled labor tasks and operate highway equipment and tools. This opportunity is perfect for someone who enjoys working with their hands, knowing their work is done on roadways and in a variety of weather conditions.

What to Expect
This position works a 4/10 schedule, with opportunity for overtime. Among the varied range of responsibilities held within this role, you will:

  • Asphalt and concrete pavement maintenance and repair.
  • Drainage maintenance including catch basins, sedimentation facilities, and ditches.
  • Erosion and slide repair.
  • Sign maintenance and repair.
  • Guardrail, fence, and impact attenuator installation and repair.
  • Vegetation control, such as mowing or spraying.
  • Highway debris removal, including danger tree removal.
  • Minor mechanical repairs on equipment.
  • Perform snow and ice removal, which includes operating dump trucks and sanders, as well has hauling sand and gravel.
  • Design and set-up of traffic control, which includes manually flagging traffic or signing for lane closures and operating attenuator/buffer truck.
  • Perform maintenance and minor repair on equipment and hand tools which includes sharpening power saws and chains, washing vehicles, and greasing tools and equipment, etc.
  • Effectively use radio, phone, computers, and electronic devices to communicate and document data.

Qualifications
To be considered for the HMW1 level:

  • A Washington State Commercial Driver License (CDL) Class B without airbrake restrictions. Must have N (tanker) endorsement and current medical card obtained prior to employment. Must obtain Class A CDL without airbrake restrictions within 12 months of hiring, WSDOT will assist in training for this licensing requirement.
  • One (1) year of experience performing roadway maintenance, roadway construction, heavy equipment operation, over the road or other truck driving, farming, landscaping, or construction, or related experience.

To be considered for the HMW2 level:

  • A Washington State Commercial Driver’s License (CDL) Class A with N endorsement, without airbrake restriction.
  • Two (2) years of experience performing roadway maintenance, farming, roadway construction, heavy equipment operations, or related experience.

At any level you must have:

  • Valid driver’s license.
  • Knowledge of heavy equipment used in road maintenance.
  • Obtain Flagger Certification within six (6) months of employment.
  • First Aid Certified required within six (6) months of employment.
  • Basic computer skills and ability to operate a computer, iPad, and other electronic equipment for maintenance accountability, timekeeping, and checking emails.

It is preferred that qualified candidates also have:

  • High school graduation or possession of a GED certificate, or equivalent.
  • Knowledge of state highways, roadsides, and right of way of surrounding areas.
  • Receive and understand daily work instructions from lead staff.
  • Understanding and experience dealing with Public/Private Owned Fleet and Rental Equipment.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
