This is responsible managerial work directing and overseeing a recreation facility and programs for the City. Work involves planning, coordinating, programming and implementing programs, activities and events, including food service and meal and transportation programs and supervising senior center staff.

SUPERVISION
Work is performed under the general direction of the Recreation Administrator. Work is performed in accordance with applicable policies, rules and regulations. Work is reviewed through periodic meetings, review of reports and for compliance with policies and procedures. Supervision extends over employees in all assigned programs.
ESSENTIAL FUNCTIONS OF WORK

Plans, coordinates, supervises, assigns and implements recreation programs, activities, and special events; prepares quarterly and monthly programming; coordinates services offered; oversees preparation of meals and food service activities; oversees contracts with corporate, media sponsors, exhibitors, concessionaires and other food service providers.

Supervised administrative, seasonal, instructional, programming and transportation staff; recruits, interviews and hires employees; trains staff; conducts performance evaluations; approves leave; makes recommendations for discipline, as needed; prepares and submits time sheets for payroll.

Recruits, trains, and coordinates volunteers.

Manages facility and fleet use, maintenance and security; ensures cleaning and proper maintenance of interior and exterior of building and grounds; ensures proper maintenance of buses and vans.

Prepares and monitors annual center budget; provides ongoing financial, activity and attendance information and reports to supervisor; prepares orders and requisitions for all events, supplies and center needs; maintains personnel and administrative records and reports.

Develops, recommends and implements policies and procedures concerning operation and programming of senior center to meet member needs: evaluates and revises programs based on interest and attendance.

Handles member complaints and solves programming problems; negotiates with participants.

Plans and implements timely marketing strategies including promotions and publicity; oversees center newsletter.

Solicits funding, partnerships and sponsorships form business and non-profit organizations, agencies, associations, community groups and service clubs.

Is an ex-officio member of the Westerville Senior Association Board of Trustees, a 501 (c)(3) fundraising organization.

Performs other related duties as assigned.

MINIMUM REQUIREMENTS OF WORK

Possession of a Bachelor’s degree in recreation administration, adult learning, gerontology or related field and 3-5 years progressively responsible experience in recreation programming including supervisory experience; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

Considerable knowledge of modern principles, methods, practices and equipment relating to public recreational programs.

Considerable knowledge of federal, state, and local laws, regulations and standards relating to public recreation.

Considerable knowledge of safety standards and precautions for recreation programs and senior centers.

Knowledge of facilities maintenance and security.

Knowledge of principles and practices of management and supervision.

Knowledge of principles and practices of management and supervision.

Knowledge of City personnel rules, policies, and procedures.

Ability to plan, organize, coordinate, prioritize, assign and evaluate the work of subordinate staff.

Ability to develop and evaluate programs and services that meet basic and recreational needs of the community.

Ability to manage and maintain a complex recreation facility.

Ability to guide the work of volunteers.

Ability to communicate effectively, both orally and in writing, with co-workers and staff, civic leaders, public officials, program participants, and the general public.

Ability to demonstrate patience with older adults.

Ability to establish and maintain effective working relationships with other employees, community members, senior adults, contractors, other agencies, and the general public.

Ability to keep accurate records and prepare clear and concise written reports.

Ability to use a computer, applicable software programs and modern office equipment.

NECESSARY AND SPECIAL REQUIREMENTS

Ability to obtain CPR/First Aid certification

Ability to operate a motor vehicle including a small passenger bus.

HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium though United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.

HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.

PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
