The Social Services Supervisor will work as part of the Social Services Supervisor team. This position will have primary supervision responsibilities with Dakota County’s expanding mental health crisis continuum and will be cross-trained in other Social Services program areas. This position will supervise a team of social workers who provide phone and mobile crisis response to adults, children and families. This role has a focus on building relationships across systems, including with other county program areas. Dakota County’s crisis continuum provides mental health assessment, crisis intervention, short-term case management, brief therapy, family engagement, crisis stabilization, service coordination and crisis follow-up. The supervisor is responsible for providing clinical and staff supervision of telephonic response, mobile response, mental health assessment, crisis follow-up, short-term crisis stabilization services and service coordination. The supervisor is responsible for overseeing program operations, collaborating with internal and external partners – including 911 dispatch, police and emergency medical services, hospitals and schools – and other stakeholders, and providing system training and outreach. This position assists in the assessment, modification, development, and coordination of Social Services and related programs to ensure person-centered and recovery-oriented service delivery and system coordination.
Minimum Qualifications
NEED TO HAVE QUALIFICATIONS
• Master’s degree in Social Work, Social Services/Human Services, Psychology, Sociology, Corrections/Criminal Justice, Criminology, Behavioral Science, or related field
AND
• Four years professional work in a Social Services agency which must include at least two years of direct service or supervisor-level experience with community-based mental health crisis response or stabilization services.
AND
• Licensed and qualified as an independent Mental Health Professional under Minn. Stat § 245.462 Subd. 18
AND
• Holds a valid independent license as a LICSW, LPCC or LMFT
AND
• Valid driver’s license
NICE TO HAVE QUALIFICATIONS
• Licensed Alcohol and Drug Counselor (LADC) under Minn. Statute
• Experience supervising (hiring, disciplining, developing) professional level staff.
• Experience working with children and families
• Experience working on a mobile crisis team
Duties & Responsibilities

1. Hire and supervise the activities of professional staff in assigned program areas.
2. Consult, coach, and mentor staff in the performance of assigned duties.
3. Provide clinical supervision and ensure best practice and legal mandates are followed.
4. Develop, revise, implement, and provide oversight to policies and procedures, laws, rules and regulations and ensure alignment with best practice and legal mandates.
5. Develop, implement, and supervise innovative and effective programs and maintain excellence in service.
6. Evaluate and assess program budget needs, determine and collect data needed, and prioritize requests. Generate program and activity reports, statistics, and program evaluations as needed.
7. Inform, present, and promote agency programs and services with various community groups, agencies, or community organizations, and cross system initiatives.
8. Demonstrates a commitment to support cultural diversity County wide, actively supports the County’s inclusion, diversity and equity initiatives, and works to address the needs of diverse and underserved communities.
9. Attend, conduct, and participate in unit, department, management, and team meetings.
10. Address problems and complaints and take action to resolve.
11. Work as part of an interdisciplinary supervisory team to implement and integrate programs and services.
12. With the Deputy Director and peer supervisors, establish and actuate program philosophy, goals, and objectives.
13. Provide on-call clinical supervision, as needed.

Knowledge, Skills & Abilities and Work Environment
• Knowledge of person centered and recovery principles, practices, and methods of social service case work including mental health crisis response.
• Knowledge of laws, rules, regulations, and guidelines pertaining to social service programs, particularly mental health crisis response, mental health crisis assessment, short-term crisis stabilization; and have strong knowledge of community-based mental health programs.
• Knowledge of social services organization, functions, policies, and procedures.
• Knowledge of assessment of mental health, chemical health, adult protection, child protection, and parent/child conflict issues.
• Knowledge and skill in supporting and leading teams.
• Knowledge of computer software and information systems.
• Ability to communicate effectively both orally and in writing.
• Ability to problem solve and respond to crisis situations.
• Ability to use recovery oriented approaches while being person-centered.
• Ability to work as part of a team and promote collaborative, integrated service delivery.
• Ability to promote and support agency staff in the performance of their job functions.
• Experience working across systems, particularly with children’s mental health programs..

WORK ENVIRONMENT: Work is performed in a County office building, in community settings and via telework. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Some positions may be exposed to atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation. Equipment used may include, but is not limited to, computer, printer, telephone, cell phone, calculator, audio/visual equipment, and copy and fax machines. Some on-call hours are required of this position.
