The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time award winning, nationally recognized agency and recipient of the National Gold Medal Award for Excellence in Parks and Recreation Management, serving the Maryland region adjacent to the Nation’s Capital. We are currently seeking a Diversity and Talent Management Specialist to work within the Human Resources Office of the M-NCPPC Department of Parks and Recreation.

Under the direction of the Principal Human Resources Operations Specialist, the Diversity and Talent Management Specialist will be the trailblazer for diversity initiatives through proactive inclusion efforts for the recruitment and hiring process within the Talent Management team. They will be responsible for working closely with job candidates, both internal and external clients, external staffing agencies/headhunters and other human resources professionals in support of the Department’s hiring needs of maintaining a diverse and multicultural work environment. This position will manage the recruitment process, from approving requisitions to the onboarding of newly hired employees. The incumbent will provide strategic and tactical guidance, advice, and support to management on the full range of talent management services, including but not limited to leading and/or co-leading the planning, implementation, and sustainment of recruitment initiatives and programs that align with operational needs of the Department.

Maximum Salary is $79,471 (commensurate with experience) with growth potential to $101,584.

Examples of Important Duties

  • Design and implement the Department’s overall diversity recruitment strategy.
  • Lead the full cycle recruitment process for the Department to include applicant sourcing, recruiting, pre-employment screening, interviewing, and employee onboarding.
  • Consult with managers to identify staff requirements and specific job objectives.
  • Develop recruitment strategies and plans to achieve the required staffing levels.
  • Source candidates using databases, social media platforms and other means as needed.
  • Cultivate and maintain professional relationships with vocational schools, colleges, and university placement offices as a source to generate diverse and qualified applicants.
  • Direct the efforts of employment agencies and search firms, including negotiating and controlling employment-related fees.
  • Represent the Department at job/career fairs with appropriate staff to generate qualified applicants.
  • Screen and refer qualified applicants to hiring manager for interviewing. Conduct initial screening to obtain work history, education, training, job skills and salary requirements.
  • Receive the Recommendation for Hire packets for all Career positions for DPR. Review the packets and ensure that the salary offers are equitable internally before routing them to the Deputy and Director for approval. Perform the same duties when counter offers are received.
  • Identify and utilize recruiting tools, competency and assessment tests to gauge candidates’ skill level.
  • Conduct pre-screening activities and reference verifications.
  • Develop and conduct diversity recruitment training sessions for managers with a goal of improving recruiting and hiring efficiencies, reducing turnover and attracting a multicultural pool of applicants to yield a diverse workforce.
  • Function as one of the Department’s liaisons with M-NCPPC Central Recruitment Office to ensure that recruitment efforts are compliant with policies and procedures.
  • Gather and analyze hiring data, trends, metrics, and statistics to compile and present recruitment activity to the Department Leadership Team on a recurring basis.
  • In conjunction with management, participate in development of annual staffing budget.
  • Educate leadership on market trends, cycle times, and other key performance metrics, and leverage knowledge of Department operations to effectively design and execute recruiting strategies for hard to fill, niche, or unique positions.
  • Collaborate with the Department Human Resources Business Partners on addressing recruitment efforts and providing recruitment activity updates within each Division.
  • Provide oversight to the Department staff designated to provide administrative and tactical support regarding recruitment efforts.
  • Network through industry contacts, association memberships, trade groups, and social media to stay abreast on current recruitment trends and best practices.
  • Identify opportunities for process improvement and continuously research methods to improve processes, which will efficiently meet customer needs by implementing new diversity recruitment methods and techniques.
  • Participate on interview panels to provide a level of expertise and neutrality to the process.
  • Manage the Department’s Internship Program.

Minimum Qualifications

  1. Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
  2. Two (2) years of progressively responsible experience in human resource management,finance or any other related field of business administration.
  3. An equivalent combination of education and experience may be substituted, which together total 6 years.

  • Three years of experience as a Recruiter or Recruitment Coordinator, specifically from a diversity standpoint
  • Ability to conduct different types of interviews (structured, competency based, and behavioral)
  • Proven experience with HR databases or applicant tracking systems.
  • Solid knowledge of Human Resources policies, Federal and State Employment laws
  • HR or Recruitment professional certifications (ASA, SHRM-CP, PHR, etc.)
  • Strong diversity recruitment and initiatives background and experience.
  • Strong problem-solving skills.
  • Microsoft Office expertise (Outlook, Word, Excel and PowerPoint)
  • Organizational skills and strong attention to detail
  • Solid verbal and written communication skills
  • Ability to multi-task in a fast paced, demanding environment
  • Ability to work well under pressure and prioritize assignments.
  • Self-motivated, with the ability to work with minimal direction.
  • Ability to work cohesively with the geographically diverse team.

Eligibility
You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.
