Description
General Statement of Duties

Under the supervision of the Butte-Silver Bow County Sheriff, the 911 Dispatch Manager performs administrative and supervisory work directing the 911 Dispatchers within the Public Safety Communications Department. The employee in this position is responsible for preparing work schedules, training, reviewing, and updating procedure and operation manuals. The 911 Dispatch Manager is responsible for the operation of dispatch radios, computers, and telephone switches, which receive and dispatch messages, a portion of which may be of an emergency nature. This position must act quickly and efficiently, calmly, and accurately in receiving information and taking the appropriate administrative action. Work will be performed in accordance with established policies, rules, regulations, and practices of the Department.

Distinguishing Features of this Class

This is a responsible management position involving the planning and direction of the operations and activities of the 911 Program. The nature of the work performed requires that the employee establishes and maintains a close cooperative working relationship with local emergency management personnel, BSB Planning Department, public utility companies, public safety agency representatives, and the general public. This employee is the designated City/County contact for all 911 operations with the Montana Department of Administration, emergency service providers, City/County G.I.S. Office, and public utility companies.
Duties/Responsibilities
Examples of Essential Work (Illustrative Only)

  • Develops, implements and evaluates operating protocols and procedures for the 911 Emergency Dispatch Center
  • Prepares the proposed annual program budget for approval by and inclusion in the Law Enforcement Department budget, monitors all expenditures, and approves all purchases under the adopted budget;
  • Acts as liaison with the public, other departments and agencies using emergency dispatch to: coordinate operating procedures, investigate complaints and resolve difficulties, including updating new addresses and subdivisions.
  • Acts as system administrator for all Dispatch Computer Systems including GIS, CAD, and RMS Software by working closely with BSB Information Technology Department to ensure routine maintenance and required updates are timely and accurate;
  • Prepares work schedules and supervises work of subordinates, prepares evaluations;
  • Oversees the training of new personnel in the use and operation of communications equipment;
  • Relays information to other agencies, as well as to other jurisdictions regarding fire, police, or EMS matters;
  • Provides current and accurate information on weather and road conditions;
  • Updates NCIC policy and procedures and enters information into the NCIC computer;
  • Operates a variety of office equipment;
  • Oversees maintenance of equipment/contracts;
  • Maintains MDCI logs for audit purposes/validations;
  • Performs the duties of E911 coordinator; including coordination and timely completion and submission of reports required by the State.
  • Coordinates with phone companies ref. residential database;
  • Maintains public relations with outside agencies/training;
  • Works closely with Appraisal on new structure addressing;
  • Monitors the NAWAS (National Alternate Warning Alert System);
  • Accesses information through the BSBJIS Web Portal;
  • Attends State E-911 meetings and other public safety communications-related meetings;
  • Performs other related duties as deemed necessary or as assigned.

Required Knowledge, Skills and Abilities

Ability to maintain thorough knowledge of center rules, directives, regulations, memoranda,
SOPS, policies, geography, departmental organization, facilities, FCC regulations, E911
procedures, county policies, and federal, state, and local laws and ordinances related to this position.
Ability to maintain thorough knowledge and understanding of law enforcement communication procedures and computer applications. Ability to understand and follow the philosophies,
principles, and practices of personnel training and administration; and to assess training needs and
develop necessary training programs.

Excellent interpersonal and communication skills, including providing advice and directions and
dealing with the public under adverse conditions. The ability to read and interpret weather information, teletypes, and maps. The ability to handle multiple calls at one time under stressful situations. The ability to assign, instruct and review work of subordinates and establish and maintain effective working relationships with associates and the general public.

The ability to plan, implement and manage a public safety communication system. The ability to
gather and analyze information and prepare reports or come to conclusions in a concise and
comprehensive manner. The ability to receive, interpret and follow instructions. Ability to operate radio communications. Must be familiar with the BSBLED record management system or be able to become proficient in the operation of the system and any others necessary programs. Must possess and maintain a valid Montana Driver’s License.

Problem Solving: Extensive problem solving exists in this position. Problems include handling citizen complaints and inquiries under crisis situations. Define problems and deal with a variety of situations; maintain emotional control under circumstances of extreme stress and exercise mature and independent judgment and make critical decisions.

Decision Making: Frequent decision-making exists in this position. The ability to work independently with little supervision is a necessity. The ability to work under stressful conditions and collaborate with BSBLED adninistrators, Fire Department, or Emergency management to make decisions in an immediate, orderly, and effective manner.

Accountability: Ability to prepare and oversee the budget of the E911 department and
participate in the annual departmental budget process. Employee is responsible for the
Confidentiality of Criminal History Record Information (CHRI). Employee must clear a III/FBI record check.

Supervision: Limited supervision is provided by the Butte-Silver Bow County Sheriff. Job-related decisions are occasionally reviewed. Employee has supervisory responsibilities over subordinate personnel.
Carries out supervisory responsibilities in accordance with the county’s policies and procedures.
Responsibilities include interviewing, directing work, appraising performance, rewarding, training, and disciplining employees and addressing complaints and resolving problems.

Personal Relations: Frequent contact with the other City/County departments and continual contact with the general public.
Qualifications
Acceptable Experience and Training

  • Employee must be at least 21 years of age.
  • Graduation from an accredited college or university and/or extensive applicable experience in emergency communications, emergency response and emergency management.
  • Minimum of three years related experience in emergency response or communications. Previous fire, law enforcement, emergency medical experience is preferred.
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

Required Special Qualifications

  • Must be at least 21 years of age.
  • Required to maintain all required certifications.
  • Required to be post certified and have CJIN access;
  • Must be or become NIMS certified and Local Agency Security Officer (LASO) (monitors and maintains Internet security in conjunction with IT department.
  • Must have a valid Montana State valid driver’s license Montana or the ability to acquire within 1 month
  • Perform all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.
  • Act responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.
  • Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

2.08.010 Residence during employment
From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
